Over two years after the escalation of tensions between Russia and Ukraine, a total of 7.6 million Ukrainian refugees remain overseas and a further 5.1 million remain internally displaced in Ukraine. Currently, an estimated 17.6 million people within Ukraine require humanitarian assistance, including the need of food, water and medicines.

5,796,748 refugees have crossed the Polish border, 591,947 refugees have crossed the Moldavian border and 1,127,998 refugees the Romanian border. This situation has led ACF France to open Country Offices, in Ukraine, Poland and Romania and ACF Spain in Moldova.

ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, PFA training, Baby Friendly Space, psychiatric referrals). Additionally, in Ukraine the strategy also includes WASH activities (rehabilitation/repair of centralized water and sanitation networks, minor repair of Collective/Transit Centers, emergency Water supply and hygiene kit distribution) as well as Health & Nutrition (primary health care structures support including provision of medicines and trainings).

In Ukraine ACF currently intervenes in the East (Dnipro, Kharkiv, Sumska, Zapporizhzhia), the West (Ivano Frankivsk, Chernivtsi) and is extending its coverage to the southern part of the country (Odessa, Mykolaiv).

Votre poste et vos responsabilités

In close relation with the Deputy Country Director - Programmes and under the leadership of the Country Director, you role will be to liaise with the Ukrainian authorities at all levels and governmental agencies to support the long term assistance to the Ukrainian population :

  • Review information in connection with the framework of the decentralization/reforms, the oblast and Hromadas strategy development processes and their sources of funding in Ukraine
    • Map out the administrative divisions in Ukraine and identify the roles and responsibilities of the decision maker positions in the recovery strategy development process and the decision making at all level
    • Map out the sources of funding of the local administration including the international donors in particular through the department of international cooperation and European integration of communities
      • Identify priority oblast / Hromadas involved in international funding for recovery/reconstruction and ensure mapping with providing recommendations
        • Map out oblast/hromada involved in internationally funded recovery project thru secondary data
        • Within these local entity identify the decision makers for ACF
        • Create a set of selection criteria to identify potential oblast/hromada to collaborate with in collaboration with Field Coordinator, Head of Departments and D-CD program
        • Set up a strategy to engage with oblast/hromada, with identification of focal point at ACF base level
        • Collaborate in supporting the strategy of the Hromadas with relevant projects that ACF could be involved in
          • Be responsible for ACF’s External representation and coordination at Oblast/Hromada level
            • Attend the relevant meetings linked to recovery and social protection with the technical colleagues and share the minutes of the meetings
            • Liaise with the relevant actors of recovery/development
            • Draft MoUs with Oblasts and Hromadas and follow-up with field office on their status, till signatures
