A total of 7.6 million Ukrainian refugees remain overseas and a further 5.1 million remain internally displaced in Ukraine. Currently, an estimated 17.6 million people within Ukraine require humanitarian assistance, including the need of food, water and medicines.
5.7 million refugees have crossed the Polish border, 591,947 refugees have crossed the Moldavian border and 1.1 milli refugees the Romanian border.
This situation has led ACF France to open Country Offices, in Ukraine, Poland and Romania and ACF Spain in Moldova.
ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, PFA training, Baby Friendly Space, psychiatric referrals). Additionally, in Ukraine the strategy also includes WASH activities (rehabilitation/repair of centralized water and sanitation networks, minor repair of Collective/Transit Centers, emergency Water supply and hygiene kit distribution) as well as Health & Nutrition (primary health care structures support including provision of medicines and trainings).
In Ukraine ACF currently intervenes in the East (Dnipro, Kharkiv, Sumska and Zapporizhzhia), the West (Ivano Frankivsk and Chernivtsi) and is extending its coverage to the southern part of the country (Odessa and Mykolaiv).
With respect to the needs identified by the mission, regarding Grants, Reporting and Partnership issues, you will perform the missions/duties and tasks as follows (the job description might be adapted/changed taking in consideration the evolution of the context of the mission):
Mission 1: Business Development and Program Design
Lead and coordinate proposal development initiatives, liaising between HQ, ACF’s regional technical advisors, partners, finance, logistics, HR, and program focal points to ensure smooth and timely proposal development processes;Working with the Deputy Country Director and technical Heads of Department, support the development of comprehensive program design, appropriate to context and aligned with the country-level strategy;Actively participating in the research of donor funding opportunities with the CD, DCD and FCs and represent ACF in front of donors.Oversee concept note, proposal development processes in line with established practices, and review, consolidate, and finalize full submission packages for validationFacilitate and lead project design sessions including cross-function teams and external partnersIn coordination with the DCDP and the Country Director (CD), identify funding opportunities and assess their alignment to mission’s strategy and needs identified within the targeted communities · Lead in the development of a fundraising strategyMission 2: Grants Management and Compliance
Ensure that grants are well-administered and implemented in compliance with the relevant donor regulations and Action Against Hunger procedures.Track project spending and proactively assess the need for modifications or amendmentsOversee donor and internal reporting processes, ensuring high-quality, well-written and timely reports are submitted.Ensure adherence to the grants management cycle including grant opening, review and closing meetings to ensure project objectives are being met · Working with program teams provide timely responses to donor and HQ grant-related requests. Ensure quality information management related to grants including online grant files, reporting calendars and the grants tracker Oversee grant revisions, cost extensions, no-cost extensions, budget realignments, and other as requiredAct as a focal point for donor rules and regulations and provide support to program team on questions around compliance. Identify potential compliance concerns and flag them to the Senior Management Team as required.Ensure that all grants documents are archived and that information is circulated across the mission Participating in the organization of kick-off and close-out meetingsBuild grant capacity of field staff by providing trainings, and providing support in report writing, proposal development, budget management, Action Against Hunger specific tools, and other topics as/if needed.

This role offers an opportunity for a developing humanitarian programmes professional to help support meaningful humanitarian aid to an ever-growing population in need. As this is a new and expanding emergency, the postholder will be able to help build and implement the programme strategy, as well as to hopefully expand to new geographical areas in 2024.
