Work LocationHOME-BASED Expected duration6 months Duties and ResponsibilitiesThe United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities to provide adequate shelter for all. The position is in the Urban Basic Service Section of the Urban Practices Branch (UPB) with the Global Solutions Division in Nairobi. The Global Solutions Division (GSD) is responsible for providing programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of the Strategic Plan. The Division leads the tools and methodology production and the integration of the various substantive competencies towards the effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training to staff members and supports the capacity development of Member States and partners. The Urban Practices Branch (UPB) is the tools and methodology production and skills centre of the UN-Habitat, which develops normative guidance and cutting-edge tools through communities of urban practice. It provides technical and policy advice approaches and methodologies to MCOs/CO, government, and partners and mainstreams them throughout the programme portfolio. It also ensures that the cross-cutting area of safety and the social inclusion issues of human rights; gender; children, youth, and older persons; and disability are developed and mainstreamed across the Agency. The Urban Basic Services Section aims to develop and implement pro-poor policies, norms, guidelines, standards, regulatory frameworks, and operating procedures, for expanding access to urban basic services and improving the standard of living of the urban poor, with a focus on Water and Sanitation; Mobility and Transport; Energy; Waste Management; and the application of people-focused frontier technologies for service delivery. The position will focus on supporting the United Nations (UN) Secretary General’s (SG’s) Advisory Board on the Zero Waste Secretariat. The United Nations General Assembly, in its resolution 77/161 of 22 December 2022, Promoting zero-waste initiatives to advance the 2030 Agenda for Sustainable Development, requested the Secretary-General “[t]o set up an advisory board of eminent persons, based on voluntary contributions, selected based on their knowledge, experience and expertise and with due regard to gender balance and equitable geographic representation, in consultation with Member States, for three years, to promote local and national zero-waste initiatives through, inter alia, the dissemination of best practices and success stories, based on the work of, and without duplication with, relevant existing regional and global platforms, the United Nations Environment Programme (UNEP) and UN-Habitat, within their respective mandates”. The purpose of the UN SG’s Advisory Board on Zero Waste Secretariat is to promote local and national zero-waste initiatives through, inter alia, the dissemination of best practices and success stories, as direct contribution to the implementation of United Nations General Assembly resolution 77/161. Secretariat support is provided by UN-Habitat with the support of UNEP. At the annual meeting in Istanbul, Türkiye, of the Advisory Board on Zero Waste adopts an annual a work plan which includes the development and publishment of good practices, success stories, local and national initiatives, case studies and thematic briefs on zero waste. This consultancy is related to the implementation of this element of the work plan. Responsibilities The Consultant will focus on collaborations and the communications, mainly on achieving zero waste goals. This will involve cooperation to address waste management challenges, promote good practices, and raise awareness. The Consultant will be responsible for the following tasks: 1. Webpage Maintenance • Regularly update the webpage with new content, including knowledge products, event announcements, and reports. • Ensure the website is user-friendly and accessible. • Monitor the webpage for technical issues and liaise with IT support to resolve them. • Organize and archive older content for easy retrieval. 2. Online Meeting Facilitation • Provide real-time technical support during meetings to troubleshoot issues. • Ensure proper functioning of audio-visual equipment for hybrid meetings. 3. Data Management • Create and maintain an organized database of Advisory Board members, meeting schedules. • Update the database regularly with new information or changes. 4. Digital Design • Design simple, visually appealing materials such as flyers, banners, and templates for meetings and events. • Customize visuals to align with the project's branding and messaging. • Revise designs based on feedback from team members. 5. Stakeholder Engagement • Formulate a tool to collect feedback from stakeholders, including youth • Test tools for functionality and ease of use before deployment. • Collect feedback from stakeholders and summary the results on stakeholder engagement. • Provide technical support to stakeholders using the tools if needed. 6. Evaluation matrix for decision making • Create a structured evaluation matrix table with rows for alternatives and columns for criteria, including spaces for scores and weights, based on provided criteria • Ensure the file is clear and user friendly, by applying formatting, such as colour coding, borders and formulas for calculations (if needed) Qualifications/special skillsAdvanced university degree (Master's degree or equivalent) in Computer Science, Computer Engineering or a closely related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 3 years’ experience in web development, computer science or a related field with extensive knowledge of related software is required. Excellent technical skills and the ability to design, develop and maintain sub-sites are also required. Experience in the usage of Drupal, PHP, JavaScript (React/Angular/Vue), C#, MySQL, PostgreSQL or an SQL server, as well as office software packages (MS Word, Excel, PowerPoint, etc.), is needed. Experience in the United Nations or other international development agencies is regarded as an asset. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
