The UNDP GoAL WaterS (Governance, Accountability and Learning for Water Sustainability) programme supports equitable, efficient and environmentally sustainable use and protection of freshwater and marine resources. It helps identifying priorities and opportunities and addressing gaps and constraints in water and ocean governance by developing policy reform plans and action at national and local levels.

GoAL-WaterS provides flexible support to national and local authorities and partners, supporting the 2030 Agenda with an emphasis on Sustainable Development Goals 6 to “Ensure availability and sustainable management of water and sanitation for all” and 14 to “Conserve and sustainably use the oceans, seas and marine resources for sustainable development.” GoAL-WaterS builds on UNDP’s close working relationships with country governments and partners.  The support is delivered through UNDP Country Offices and partners, with strategic management and technical support provided through the UNDP-SIWI Water Governance Facility (WGF) and UNDP’s Water and Ocean advisors.

UNDP within the GoAL Waters Project in Bosnia and Herzegovina is seeking to recruit a consultant to support finalization of Testing tariff-setting methodology Integrated Report.

Namely, there is already technical report on results of testing of new water tariffs set based on tariff Methodology (http://www.ba.undp.org/content/bosnia_and_herzegovina/en/home/library/environment_energy/tariff-setting-methodology-and-for-water-supply-and-sewerage-ser.html) within the piloting water utility companies (WUC) in Tešanj, Ljubuški, Teslic and Trebinje.

In close cooperation with UNDP’s Energy and Environment Project Manager and Communication Officer the consultant should transform the technical report into knowledge management product (report) with summarized lessons learnt, results and eventual recommendations for next steps and improvement of the above-mentioned Methodology.

Duties and Responsibilities

The selected writer/editor will:

  • Read and provide substantive revision and rewrite the Technical Report so it is transformed into knowledge product that it is correct and understandable to external audiences;
  • Edit the product to ensure clarity, consistency and readability of the content for the general public;
  • Point out factual inconsistencies, inconsistencies in arguments, political nuances, faulty logic, and awkward or unclear passages and suggest solutions;
  • Ensure that text is well written, logically structured and in the right style for the general public;
  • Ensure consistent and accurate use of terminology and correct grammar and spelling (Oxford English dictionary/UN editorial manual) and ensure that text is in line with the UNDP style;
  • Check facts and ensure error-free texts, and raise any related queries with the Project Manager;
  • Ensure that all references and sources are accurately and consistently stipulated;
  • Ensure that photos, figures, charts, graphs, boxes and tables are correctly identified and cross-referenced in the text, and that data from them are also accurately reflected in the document;
  • Ensure that the formatting is consistent;
  • Rectify any typographical and/or mechanical errors in the text;
  • Ensure correlation between the list of acronyms and their occurrence throughout the text;
  • Ensure that footnotes are consistently numbered, appropriately positioned and formatted.
  • Work with the author, Project Manager and EE Communications Officer to rewrite content in keeping with the UNDP's style and editorial policy

Required Skills and Experience

Academic Qualifications/Education:

  • University degree in English, Social Science, Economics, Communications, Public Relations, Marketing, Media Relations, Journalism, Development or related field.

Experience:

  • At least 5 years' experience in writing/editing knowledge products.

Languages Requirements:

  • Fluency and excellent command of English – excellent grammar, spelling skills, punctuation and syntax.

Other Criteria:

  • Working experience in Bosnia and Herzegovina and good knowledge of BiH political scene and administrative structure and eventually situation in water supply service provision sector;
  • Experience in writing for media outlets, development-related organizations, research centers, think-tanks or multilateral institutions is an asset.
  • Previous professional experience with the United Nations or similar organizations in this or a related field would be considered an asset;
  • Copy-editing experience and excellent attention to detail;
  • Ability to write clearly and logically;
  • Strong copy editing/proofreading skills;
  • Knowledge of economic issues is a big plus;
  • Knowledge of UNDP terms, language and style is an advantage.
