Context
Under the overall supervision of the Head of Sub-Office (HoSO) in Cotabato and with direct administrative supervision of the Head of Satellite Office in Marawi and technical oversight of the National Migration Health Officer MERLA in Cotabato, the successful candidate is responsible and accountable for supporting the fulfillment of quality implementation of IOM’s health programming in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The candidate is expected to work closely with Ministry of Health (MOH) – BARMM, Department of Health Region 9, and provinces and cities of Lanao del Sur and Marawi City, to coordinate quality data collection, analysis, monitoring, evaluation, and reporting of the project, in line with IOM standards, policies and commitments.

Plan and implement Data Quality Control (DQC) / Continuous Quality Improvement (CQI) activities, with guidance from National Migration Health Officer (MERLA), such as but not limited to needs and capacity assessment, joint data and analysis review, technical training, monitoring and feedbacking to the local health workers and other stakeholders.
4. Plan and implement MERLA activities, with guidance from National Migration Health Officer (MERLA), to enable continuous learning, adaptation, and corrective actions.
5. Develop and maintain updated and reliable project databases, ensuring data accuracy and integrity and timely access to project data.
6. Plan and implement, with guidance form MERLA Officer, capacity building activities to staff and project partners on MERLA, including through the development of training activity design, materials, and tools.
7. Analyse project indicators, accomplishments, evaluation test scores, statistics and data, and support the timely submission of results-based reports and updates in accordance with IOM and donor requirements.
8. Support the project evaluation activities, including by consolidating necessary data, information, and assisting coordination activities with the beneficiaries and stakeholders.
9. Support the operationalization of the Accountability to Affected Population (AAP) framework and mechanism and the integration of Prevention of Sexual Exploitation and Abuse (PSEA) strategies with technical guidance from PSEA Officer.
10. Undertake duty travels in support of the programme.
11. Perform other duties as may be assigned.
