Context Under the overall supervision of the Head of Sub-Office (HoSO) in Cotabato and direct supervision of the National Health Programme Coordinator; and in close collaboration with the Tuberculosis (TB) Program Advisor, the incumbent is responsible and accountable for coordinating the quality implementation of IOM’s health programming in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The successful candidate is expected to work closely with Ministry of Health (MOH) – BARMM and its local constituents especially in Maguindanao del Sur, Maguindanao del Norte, and Special Geographic Area (SGA) to promote culturally-appropriate, gender-sensitive TB programming in the region, integrating mobility lens and in line with IOM standards, policies and commitments.
- Provide strategic leadership, analysis, and technical inputs, with direct oversight from the National Migration Health Programme Coordinator and in close collaboration with the TB Program Advisor, on the planning, implementation, and development of TB projects and activities in line with global standards, national policies, and BARMM health priorities.
- Provide direct monitoring to TB projects and activities such as but not limited to needs and capacity assessment, technical training, community organizing and outreach, social and behaviour change communication, mentoring and feedbacking, and supporting policy development.
- Contribute to the development and implementation of effective strategies, SOPs and technical tools for TB prevention and control, including but not limited to addressing social determinants and increasing communities’ TB knowledge, behaviour and practices, strengthening TB case findings, management and monitoring, expanding TB screening, testing, and referral, and improving TB treatment adherence.
- Provide technical assistance to government counterparts, CSOs, implementing partners and local community-based volunteers in building the capacities for TB services provision and public education and support the implementation of the planned activities through continuous guidance, and monitoring.
- Provide technical guidance, review, recommend, and advocate, in close collaboration with the TB Program Advisor, contextualized, culturally appropriate, and gender-sensitive TB approaches and policies that address the unique challenges of the BARMM.
- Provide technical support, in collaboration with the Monitoring, Evaluation, Research, Learning, and Adapting (MERLA) Officer, on designing, planning and implementation of MERLA to identify corrective actions and to inform continuous learning and adaptation for TB programming.
- Serve as the team leader for TB in IOM’s migration health programming in Mindanao to ensure effective resource management, coordination amongst other technical health officers, and mainstreaming of technical advice and guidance from the TB Program Advisor and National Migration Health Program Coordinator.
- Contribute to the resource mobilization of IOM’s migration health programming through technical support to the development of concept and project papers in coordination with the National Migration Health Programme Coordinator.
- Review, analyse TB indicators, statistics and data, and ensure timely submission of results-based reports and updates in accordance with IOM and donor requirements.
- Contribute to establishing partnership with government and non-government bodies and represent IOM at TB committee and other sector-related meetings including thematic subgroups and technical working groups.
- Ensure the operationalization of the Accountability to Affected Population (AAP) framework and mechanism in coordination with Monitoring and Evaluation (M&E) unit and in collaboration with project’s beneficiaries and stakeholders.
- Undertake duty travels in support of the programme and perform other duties as may be assigned. Education
- Advanced university degree or master’s degree in medical field, nursing, epidemiology, public health, health sciences, or any Tuberculosis-related disciplines from an accredited academic institution; or
- Bachelor’s degree in the above fields with minimum two (2) years of relevant professional experience.
- Relevant accreditation/certification or formal training on TB screening, classification, case management, and treatment, disease surveillance, TB network and referral pathways, and TB reporting and data management, TB-HIV co-infection management, TB program and indicator monitoring and evaluation, is a distinctive asset. - Experience in programme support, implementation, monitoring and evaluation, and coordination of public health activities;
- Experience in the public health and/or health sciences sectors; implementation of TB community management and support, TB surveillance, TB private sector engagement, TB for high-risk and mobile populations, TB documentation and reporting, formulation of TB policies, standards, protocols, and tools, infection prevention and control measures is highly desirable;
- Experience in humanitarian or development operations and/or Government Social or Health Services; and
- Experience in liaising with government counterparts, including those in BARMM Ministries.
- Experience in TB research and publications in peer-reviewed journals is an advantage. Skills
- Excellent communication, research and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Offices;
- Strong familiarity with the context of BARMM and surrounding areas, knowledge of the issues and programs related to TB at the National and Local (Mindanao) level is highly desirable. Languages
- For this position, fluency in English and Filipino is required (oral and written).
- Desirable: Working knowledge of any BARMM language. IOM’s official languages are English, French and Spanish.
