The Treasury Division forms part of the Department of Financial and Administrative Management and is responsible for the custody and investment of IOM’s cash resources and all banking relationships and services. The Treasury Division is responsible for all liquidity, cash management and investment management in IOM. Treasury is increasingly tasked to provide practical support and lead strategical development for banking solutions across IOM.

Under the overall supervision of the Senior Treasury Project Officer, the functional supervision of the Treasury Project Officer and the administrative supervision of the Financial Analyst (BPl and QA), the successful candidate will take on the role of National Treasury Technical Officer. In this capacity, they will act as the primary technical point of contact for FIS TRAX (DHOTS) bank payment format and payment type specifications, manage technical bank master data integration with Oracle ERP (WAVE), support Treasury business processes and prepare the local offices to leverage IOM’s straight-through payment solution utilizing FIS Trax (DHOTS) alongside the Treasury officers assigned to the IOM Payment Hub Project. The successful candidate will be a member of the Treasury Projects Team, working closely with the Treasury Team, IOM administrative units, and local offices to support the end users in the transition to utilizing Treasury related solutions.

1. Collaborate proactively with the Treasury Project Officer overseeing the implementation and integration of banking segments for the IOM Payment Hub Project (FIS TRAX) across the following areas:

  • Act as the technical subject matter expert for FIS Trax, managing system configuration, maintenance, and updates in coordination with the implementation
    partner and Treasury Project Officer.
  • Assist in the implementation of FIS Trax upgrades, new modules, or features alongside the implementation partner and Treasury Project Officer.
  • Facilitate the onboarding and integration of new IOM financial banking partners and payment types into the system.
  • Partner closely with the Treasury Project Officer to conduct User Acceptance Testing (UAT), preparing technical documentation for operational coordination between systems and external stakeholders. Lead and coordinate UAT activities with external parties as well as IOM Regional and Country Offices.

    2. Actively engage with the IOM ERP integration team and ERP technical support team to implement and resolve any technical issues related to payment process, integration, and bank solutions.
    3. Collaborate with local offices and the Treasury Project Officer (Bank Specialist Expert) and Treasury Officer (Business support analyst) to understand and document business needs related to payment processing, including local payment types, Oracle-related workflows and master data quality.
    4. Identify digital automation requirements and propose automation implementation strategies for Finance and Treasury processes and play active involvement as ICT stakeholder in collaboration with Finance business stake holders in ensuring maintainable robotic process automation implementation within IOM infrastructure.
    5. Manage the bank master data integration process in Oracle and future Treasury and Bank related configuration requirements in Oracle.
    6. Provide first line support to local offices utilizing the IOM straight-through payment solution alongside the members of the Treasury Project team supporting the IOM Payment Hub solution.
    7. Act as a backup to support technical requirements related to Treasury operations in IOM's Ticketing solution (FinCoorP) and Treasury RPA (Robotic Process Automation) solution, ensuring alignment with business needs and enhanced operational efficiency.
    8. Act as the Technical Administrator of the IOM Treasury Management System (TMS) and IOM Payment Hub (FIS TRAX).
    9. Act as the Technical Administrator of HQ e-banking platforms, supporting user management access and platform releases.
    10. Perform such other duties as may be assigned.
