Under the overall supervision of the Finance Officer of the Migration Health Division (MHD) in Geneva, and the direct supervision of the Finance and Administrative Officer (MHD) in Manila, and in close coordination with the Senior Programme Coordinator, the Regional Health Assessment Programme (HAP) Coordinators and Team Leads of the Global Health Programme Monitoring and Admin-Finance Support (PAF), the successful candidate will be accountable and responsible for supporting the thorough reporting, visualization and assessment of fees and fee structures of all ongoing and future fee-based health assessment projects to contribute to financial sustainability and optimal growth of the projects while maintaining competitive and sustainable service fees. S/he will oversee and supervise the Fee Analysis dedicated Team.

1. Health Assessment Programme Fees Monitoring

Develop standardized monitoring reports tailored to the needs of senior management and operational leads for the HAP related programs. This includes the Global Health Assessment Projects (GHAPS), Canadian Pre-Departure Medical Services (PDMS) Project, and other fee-based projects managed by MHD PAF; Automate reporting processes for key metrics such as revenues, expenses, profitability by center, and overall financial performance; Prepare comparative analyses of health center performance, identifying trends, variances, and areas for improvement; Collaborate with Country Offices (COs) and other Migration Health Support units to gather information and produce reports for senior management on fee-based project performance to assess the service fees; Act as the focal point within the MHD PAF for any fee-based HAP Technical Instructions’ (TIs) information and recognize the need for new fees or fee revisions resulting from changes in the TIs, communicating as needed with MHD Manilla Administrative Center (MAC) & HQ and MHD and Finance staff of COs & Regional Offices (ROs). Assist in preparing complex financial business models, forecasting and strategies requiring in-depth factual assessmentfor MHD’s global projects; Monitor and keep track of fee changes in the CO’s and ensure that all fee changes observed have been previously authorized in the framework of the established fee governance protocol; Prepare together with the Finance and Administrative Officer the year end exercise of key fees review and reports on the list of CO’s that may benefit of a fee revision to be approved by the BRC; Support the modification and updates of the GHAPS/ Canada PDMS budget templates based on new requirements from Technical Instructions, MHD HQ, and other relevant administrative guidance.

2. Dashboards and Visualisation

Assist in preparing complex financial models, assessments and reports to assess the relation between fee levels, budget, expenditure and resulting project surplus or deficit at Country, Regional or Global levels, sharing both findings and recommendations with the project-specific monitoring Team Leads and MHD HQ; Create dynamic dashboards using tools like Power BI, Tableau, or Excel for real-time monitoring of KPIs (e.g., patient volume vs. revenue, operational costs, break-even points). Integrate financial and operational data into interactive visuals to improve transparency and support faster decision-making. Facilitate the consolidation and subsequent review, and assessment of fee data, including competitors’ fees, submitted by COs during the budget preparation. Support the establishment of the optimum and sustainable fee structures for IOM MHD's health assessment program by comparing the costs and benefits of existing and potential flat-fee schemes. Participate in the assessment of the effectiveness and reasoning of current fee structures and provide recommendations for improvements to senior management. Collaborate with senior management and other key stakeholders, such as MHD Chief Migration Health Officers, Regional HAP Coordinators, Regional Laboratory Coordinators, and Regional Admin/Finance Officers (HAP), to obtain information about the operational context and rationale for fee structure. Provide concise and insightful financial narratives along with reports to guide leadership discussions.

3. Forecasting and Budgeting

Develop and maintain financial models to forecast revenues and costs across all health centers  Assist with the preparation and monitoring of budgets by providing detailed variance reports (budget vs. actual) at regular intervals. Facilitate the development of projects in PRIMA (acting as a co-project developer) for other centrally managed projects of the MHD for financial data matters. Prepare donor reports for donor-funded projects of MHD, making sure that the reports are aligned with the donor agreement and requirements, including projects funded by IOM Development Fund. Prepares BRC related documentation, updates and ensure visualisation for this and other related tasks. Contribute to the preparation of the MHD Annual Financial Report.

4. Other finance support tasks

Assist during audit, such as supplying the necessary supporting documents, and implement audit recommendations on Fee assessment, reviews and evaluation as well as fee adjustments observations. Identify inefficiencies in current reporting processes and recommend automation or restructuring to improve data quality and timeliness Contribute to the development of guidelines, Standard Operating  Procedures (SOP), training modules and instructions within the work area. Prepare and/or deliver any financial reports and/or visual presentations or webinars needed to better illustrate the findings of the health programme fees’ monitoring, analysis and evaluation; be prepared to present information and train colleagues in different duty stations as necessary. Ensure that reporting aligns with organizational goals and external compliance requirements.

5. Perform such other duties as may be assigned.

Education

Master’s degree in Accounting, Finance or a related field from an accredited academic institution, with relevant professional experience; or University degree from an accredited academic institution, with  two years of relevant professional experience.  Professional certification such as Certified Public Accountant (CPA) or equivalent is an advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

 

Experience

Experience in the field of accounting or finance; experience in audit and invoicing is an advantage; Supervisory experience and ability to lead a team; Experience in writing financial performance narrative reports, budget narrative analysis, financial standard operating procedures and work instruction manual is a must, and Experience in automating financial, budgeting and invoicing processes an added advantage.

Skills

Sound knowledge of accounting systems and/or Oracle plus generally accepted accounting principles, IPSAS, business risk controls, and audit/review procedures; Strong Financial Acumen: Proficient in financial reporting, data analysis, and interpretation of financial trends. Computer literacy including proficiency in MS Office applications, particularly in MS Excel; Proficiency in business intelligence tools (Power BI, Tableau), advanced Excel, and ERP systems like ORACLE. Communication: Skilled in conveying complex financial data in an understandable manner for non-financial stakeholders. Proven analytical and problem-solving skills.

Languages

For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
