SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
Being present and operational in Venezuela since the end of 2019, SI initially started working in Caracas, but later launched WASH activities in the city of Barquisimeto, Lara State, then expanding to Falcon, Sucre and Portuguesa states. A FSL activity was initiated in Barquisimeto in 2021. Since then, the mission grew steadily on Falcon and Sucre State, opening a sub-base in Punto Fijo and strengthening its relationship with Fe y Alegria, our main local partner. While projects remain centered on Wash and FSL, protection and health components are progressively added either directly or through consortium and/or partnerships.
General objective:
Strategic orientation
• Propose and develop a sector-based strategy in accordance with SI’s policies and priorities for the intervention country.
• Propose and organize diagnostic missions.
Relevance and quality of projects
• Validate the relevance of any assessments carried out
• Propose and organize evaluation missions
• Support the program supervisor/s in setting up a technical approach and assessing the financial, human, and logistical elements of programs to be implemented.
Coordination, technical support and operational monitoring
• Ensure that resources from the Tool Box are used correctly in the management of the project cycle.
• Ensure that the planning and monitoring timetable is consolidated / validated
Capitalization
• Ensure that SI’s capitalization tools are correctly used and disseminated throughout the headquarters (technical unit and desks)
• Participate in the centralization and dissemination of procedures, guides and tools linked to activities
• Propose improvements to existing tools
Personnel management
• In conjunction with HQ HR, define the prerequisites for technical position openings and adapt existing criteria if necessary.
• Welcome and brief expatriates working on the programs
Reporting / communication / representation
• Support the Head of Mission with fundraising and the negotiation and examination of project proposals relating to his/her activity
The main challenges:
Small but growing mission, working in atypical context. Solidarites International is not fully registering in country, legal situation for humanitarian actors in limbo. General shortage of good data. Need to navigate context issues, develop modalities for operations, building team dynamic and reinforce procedures.
Priorities for the 2/3 first months:
The program coordinator contributes to the development of Solidarités International strategy by proposing sector-based strategies for the whole activities.
• Together with CD reinforce mapping of new donor opportunities
• Review technical performance of projects
• Strengthen positioning in WASH & FSL & Protection clusters, share SI experiences
• Supporting teams by sharing tools, by providing guidance on certain program processes/steps
• Accompany the arrival of the team leader meal
• Develop MEAL strategy/plan and FCR Mechanism in coordination with the bases (PM/Meal officer and Fcoo)
• Coordinate better with PUI and MDM at Caracas level
Education / academic background
Graduate degree and/or post-graduate degree in Public Health, Water Engineering, Engineering, Supply Chain, or related career; or equivalent field experience in humanitarian

A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
Individual, comfortable room in the guesthouse, with electricity 24/7. Internet and Phone network available Restaurants and international food are availableLiving conditions in Caracas are very good with an easy access to a wide range of restaurants, cafes.
Security risks are low, and restrictions are very limited.
However, when going on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.
