    SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

    About the mission

    As many other INGOs, SI started in 2019 and managed to become a recognised stakeholder mainly in the field of wash and food security with interventions in Caracas, Flacon, Lara and Sucre over the last years. In 2025, SI is operation in 5 states with two permanent bases and one coordination : Caracas, ine base in Puerto Ordaz (Bolivar), one base in Carupano (Sucre) and with WASH activities in Sucre, Bolivar, Delata Amacuro, Tachira and Apure.

    Since the end of the FSL activities, SI onlmy operates in the WASH sector with a wide range of activities : Wash in Health, access to water and emergency responses, community based approach, rehabilitation etc. SI operates in partnership with other INGOS (PUI, IMC, MdM) and local organisations. It is funded by different international donors.

    About the job

    General objective:

    The WASH Program Manager is responsible for implementing and achieving the objectives defined in the operational proposals. They are responsible for overseeing the operational teams and resources assigned to the program. They ensure the smooth operation and quality of the program's WASH activities and, where appropriate, propose adjustments or developments to ensure their relevance. As a cornerstone of our field operations, the WASH Program Manager is a vital leader who skillfully balances technical expertise with strong managerial acumen. We seek a dynamic individual with exceptional interpersonal skills, capable of fostering clear and effective communication at all levels, from team members to supervisors and external partners.

    Priorities for the 2/3 first months:

    * Assume programmatic, HR, and operational responsibilities to facilitate the implementation of project activities. Facilitate effective coordination with project partners for shared responsibilities.

    * Lead the first phase of implementation to implement public works and hygiene promotion activities at prioritized health centers in the state of Sucre.

    * Ensure that the work schedule is realistic and adapts to the project's timeline, overseeing the completion of activities in an organized manner.

    * Prepare the second phase of project implementation and closure, alongside the WASH Manager of the other two intervention states.

    * Assume ownership of the IS programmatic strategy in Sucre to identify potential areas and needs to be addressed with new proposals.

    Security: Very few security restrictions. The current project activities are carried out in low-security areas. The main constraints are related to long road trips, loss of communications along the route, and occasional overnight stays by field staff in more remote areas (only one municipality is a 2.5-hour or more drive from the base). Most restrictions are related to access difficulties, permits, and validations required to implement activities within the Health Centers.

    Education / academic background

    Civil engineer, environmental engineer, or other engineers related to engineering or construction project planning (Architecture)

    Specific skills and experience:

  • Experience in the humanitarian sector : 3-4 years
Experience on a similar position : 0-2 years

Technical skills

1. Planning, management, and execution of construction projects with resilient works focused on water and sanitation.

2. Management of community actions related to hygiene, preferably in vulnerable populations or health infrastructures, schools, etc.

3. Skills in design/construction software (AutoCAD, Sketchupe, Project, etc.)

Transversal skills 1. Soft skills for teamwork, interpersonal skills, and diplomacy; assertive communication. 2. Leadership, rigor, and organization in work. Strong ability to prioritize and delegate. 3. Ability to adapt to both rural and urban environments, as well as to low- and high-resource environments.

Language: 1. Spanish 2. English

SI will offer you

A salaried position:
According to experience, starting from EUR XXX gross per month (XXX base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD XXX.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS: Carupano and Puerto Ordaz are a small towns with an interesting level of development, boasting functioning public services, fiber optic internet, restaurants, and nearby beaches for recreation. Safety restrictions are not significant, based on the risks identified in the area, so life is peaceful and unrestricted.
