Terms of Reference1. General Background

The Global Fleet Management in UNHCR is implemented by the Assets Management & Fleet Maintenance Unit (AMU) and Global Fleet Section (GFMS) of the Global Infrastructure & Mobility Service (GMIS) in coordination with multiple HQs and field-based stakeholders.

GFM's strategy aims to ensure appropriate, cost-effective and safe vehicles as well as professional fleet management services in all UNHCR operations world-wide. Ensuring appropriate and costeffective maintenance and repair services for UNHCR’s vehicles is a key component of the strategy. The objective is to develop a comprehensive and adaptable approach to the provision of vehicle maintenance and repair services, which will lower operating costs, reduce cost of maintenance and repair and ensure a transparent and accountable management of the fleet. Part of the provision of sound and reliable vehicle maintenance and repair services is the management of spare parts procured by the field which includes inventory control and proper recording of use.

For above stated operational reasons, UNHCR-GFM requires a seasoned and well experiences technical specialist in the field of automotive maintenance/repair to assist the implementation.

2. Purpose and Scope of Assignment

Under the direct supervision of the Head of Asset Management & Fleet Maintenance, the incumbent will be responsible for the following:

- Assist the Vehicle Maintenance and Repair function in carrying out a comprehensive technical review of vehicle maintenance and repair by providing sound technical inputs.
- Develop SoPs for AV Inspection.
- Conduct AV Inspection in remote mission areas for specific operations.
- Provide expert technical advice on service/repair issues directly to the field and to HQ Insurance Committee.
- Assist the unit with review and validation of service/repair data in FleetWave.
- Contribute to development baseline data and onward upkeep of standardized information on maintenance and repair arrangements.
- Provide expert advice on the development of a vehicle maintenance and repair strategy.
- Assist the development of a methodology for prequalification of partners working in vehicle maintenance and repair.
- Assist and support the team with various projects on service/repair issues (workshop mapping, AV database, vehicles overdue for service).
- Assist the Organization in identifying professional, cost-effective local/regional vehicle maintenance/repair solutions in line with industry standards.
- Provide an assignment report and or ad hoc presentations detailing actions and recommendations in relation to the above tasks.

Other responsibilities:

- Conduct detailed mapping of the current status of maintenance and repair arrangements in UNHCR’s operations including data gathering, analysis of trends and issuance of report and recommendations. The exercise needs to cover the top 10 UNHCR operations with the largest size of vehicle fleet (as a minimum). Additional operations may be added to the exercise, if possible.
- Assist the assessment of the capacity and quality for vehicle maintenance by UNHCR’s partners and/or commercial contractors in the top 10 operations.
- Develop/update a comprehensive list of requirements including material, staffing and financial for establishing field based and mobile vehicle maintenance workshops.
- Support mapping of current and needed stocks of spare parts and their monetary value in the top 10 UNHCR operations and recommend standard operating procedures for their effective and efficient management.
- Develop practical tools for management of stocks of vehicle spare parts considering classification by type, value, condition/status, etc.
AMU will be able to further develop its repair and maintenance strategy and provide professional advice on implementing partnerships or commercial arrangements, which ultimately will lead to enhanced professionalism and cost efficiency in the area of repair & maintenance and spare part management.
This will further support the development of effective and quality vehicle maintenance and repair strategies considering UNHCR short- and medium-term requirements.
Any other duty in relation to the functions as delegated by the supervisor.

3. Monitoring and Progress Controls

The Contractor will provide regular weekly/monthly updates for each component of the project as well as the ad-hoc reports and feedback whenever requested by the Supervisor(s).

4. Qualifications and Experience

a) Education:
Applicants are required to have a university degree, preferably in mechanical engineering. Nevertheless, candidates with degrees outside the mechanical domain will be considered if they possess a secondary trade diploma in vehicle mechanics. In the absence of a secondary trade diploma, candidates must possess a university degree in mechanical engineering to be eligible for this position.

b) Work Experience:
Minimum six years of previous job experience in vehicle maintenance and repair with working experience in auto mechanics and management of vehicle maintenance workshops. (Experience in UN field operations will be considered an advantage).

c) Key Competencies
