Work LocationKenya Expected duration4 months Duties and ResponsibilitiesAbout UN-Habitat UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable and resilient towns and cities. It is the focal point agency for all urbanization and human settlement matters within the UN system. UN-Habitat envisions well-planned, well-governed and efficient cities and towns, with adequate housing, infrastructure and universal access to employment and basic services such as water, energy, and sanitation. The Urban Practices Branch (UPB) is the tools and methodology production center of the UN-Habitat that develops normative guidance and cutting-edge tools through communities of urban practices and is the operational level responsible to undertake technical cooperation projects, such as the construction of water and sanitation facilities, shelter and other work. The Planning, Finance & Economy Section (PFES) is responsible to support urban and territorial planning at all scales including through the development of planning policy, norms and guidelines, urban design and public space design, urban finance (municipal finance and urban development/projects finance), and local economic development. REPORTING AND COMMUNICATION The Urban Finance Consultant will be hired to collaborate closely with the Finance and Economy team of PFES. He/she will be reporting to the team lead on Finance and Economy. 2. DUTIES AND RESPONSIBILITIES Under the overall supervision of the Programme Lead on Finance and Economy, the consultant will be responsible for the following duties: • Conducting research and trend analysis on Own Source Revenue and Municipal Finance to assess local finance challenges and opportunities and develop OSR reform recommendations as needed. • Conducting research on the finance and economy trends, evidence and best practices to support normative products, global advocacy and inform potential collaboration within the section and both internal and external partners. • Providing technical input on finance and economy issues, approaches and best practices to inform ongoing projects, proposal development, normative products, communications products and corporate reporting within the section and UN-Habitat as a whole. • Carrying out research on the Financing for Development landscape • Developing concept notes on potential cross-thematic collaborative projects and fostering relationships with partners as appropriate. • Representing Finance and Economy team in UN-Habitat meetings and with external partners. Preparing and delivering presentations about the work of UN-Habitat on Finance and Economy • Providing administrative and project management support to the Finance and Economy Team as need. Qualifications/special skillsAcademic Qualification: • University degree in Economics, Public Policy, Public Finance, Political Science, Development Studies or a related field is required. • Two years of experience will be reduced to candidates who possess a master's degree in development studies, Urban Planning, Economics, Public Policy, Public Finance and Political Science. Work Experience: • At least 7 years of relevant work experience in the field of public finance, public policy, and/or local economic development is required; • Experience working on Own Source Revenue and/or municipal finance is desired; • Prior experience working in developing countries is strongly desired; • Working experience with international development agencies and in particular the United Nations is an asset. LanguagesFluency in English is required; Knowledge of another UN official language is an added advantage. Additional InformationNot available.
