1. General Background

Ecuador is part of the United Nations Convention of 1951 relating to the Status of Refugees and its
1967 Protocol, as well as major international and regional human rights instruments that recognize the right to asylum. It is also part of the United Nations Convention of 1954 relating to the Status of
Stateless Persons and the United Nations Convention of 1961 on the Reduction of Statelessness.
The asylum procedure in Ecuador is regulated by the Organic Law of Human Mobility, effective February 6, 2017\".

Both a transit and destination country, Ecuador hosts one the largest number of recognized refugees in the recent history of Latin America and the Caribbean. According to statistics from the International Protection Directorate of the Ministry of Foreign Affairs and Human Mobility, from 2000 to the present, more than 230,000 people have applied for refugee status recognition and more than 76,000 have been recognized as refugees. UNHCR's operation in Ecuador supports the work of national refugee authorities by providing technical and financial assistance, as well as ongoing training to ensure the implementation of fair and efficient refugee status determination procedures.

The Office of the United Nations High Commissioner for Refugees works in Ecuador supporting the
Ecuadorian State to protect the refugee population. UNHCR's operation in Ecuador began in 2000,
as part of the organization's strategy to protect and provide assistance, particularly to victims of the
Colombian conflict. Now, UNHCR's operation in Ecuador has a Multi-Year Protection and Solutions Strategy for the period 2023-2025, which covers the legal, economic and social protection dimensions of refugees in Ecuador and in which gender, ethnicity, age and other diversities play a determining role. The operation is coordinated at the national level by the country office in Quito.

The operation aims to provide support to the Ecuadorian Government for: (i) the development of protection mechanisms, (ii) the strengthening of the national asylum system, (iii) and the identification of durable solutions for refugees. Additionally, UNHCR also works with civil society organizations and directly with forcibly displaced people in order to: a) ensure access to effective protection; b) address specific protection needs and vulnerabilities of persons of concern in a timely, safe and dignified manner, ensuring access to basic rights; and c) enhance social and economic inclusion through livelihoods opportunities and self and/or community resilience.

The position of UNOPS Registration Associate has the highest local level within the Registration Unit at the CO. Reporting directly to the Registration and Identity Management Officer, the Registration Associate will carry out the responsibilities described in the TORs.

2. Purpose and Scope of Assignment

The Registration Associate is a member of the Registration team and is normally supervised by the Registration Officer. The Registration Associate is responsible for supporting all activities related to registration, and with ensuring that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions.

Depending on the size and structure of the Office, the Registration Associate may provide day-to-day supervision, direction and support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff), and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management. The Registration Associate collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of registration activities.

They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties:

- Assist in the implementation of registration strategies and methodologies for populations of concern.
- Assist in the supervision and daily running of registration team activities, where required.
- Conduct registration interviews when required in accordance with registration standards and guidance.
- Provide counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's registration procedures and their rights and entitlements.
- Maintain accurate and up-to date records and data related to all registration cases.
- Identify persons with specific needs and ensure timely referral to protection follow-up as required.
- Collaborate with protection staff and/or partners in the delivery of assistance and programming, including provision of identity and entitlement documentation.
- Draft correspondence and reports relating to registration activities in the operation, when required
- Provide statistics and draft reports related to registration data, as requested.
- In consultation with the supervisor, make decisions related to the day-to-day operations of the registration unit and devise registration procedures which are efficient and effective.
- Draft and submit reports and statistics related to registration.
- Perform other related duties as required.

3. Qualifications and Experience

a. Education and Work Experience
- 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
- Field(s) of Education / Certificates and/or Licenses: social sciences, statistics, mathematics, information technology or related fields.

Essential:

- Good computer skills, particularly in data management.

Desirable:

- Training in basic principles of international protection. Experience in working with UNHCR proGres software.
