Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

On January 19, 2023, Chad adopted its first National Action Plan (NAP) for the implementation of United Nations Security Council Resolution 1325 on \"Women, Peace and Security\". This plan, which aims to strengthen the role of women and their involvement in peacebuilding, conflict prevention and resolution, for a period of five (05) years, will guide the country's actions during the period 2023-2027.

In this context, UN Women Regional office for West and Central Africa will engage a national consultant to deliver technical capacity support through supporting national partners from the government and civil society organisations in designing and implementing initiatives related to Women, peace and Security in addition to providing technical capacity to the ministry of Gender and other stakeholders. 

The consultant will be reporting to UN WOMEN advisor in Chad, who will be the point of contact on the contract and payment issues.

Description of Responsibilities/ Scope of Work

Deliverables

The national Consultant with guidance UN Women advisor shall support and develop key documents related to WPS, ressource mobilisation, coordination and capacity building sessions these include:

Deliverable 1: Support the development of the National Gender Policy (PNG) and support NGOs in 1325 implementation 

Deliverable 2: Develop and update the coordination matrix and follow up on 1325 initiatives 

Deliverable 3: Support the facilitation of at least two workshops (Elected members and CSOs) and follow up on 1325 initiatives

Deliverable 4: Support the development of the spotlight initiative and follow up on 1325 initiatives

Functional Competencies:

Education

Master’s degree or equivalent in Sociology, Gender, economy or any related field is desirable 

Experience

Minimum 5 years of experience in the field of women political participation  Proven experience in conducting training.  Experience with UN Intergovernmental processes including those related to women’s empowerment, gender mainstreaming and gender equality. Experience of working with multi-stakeholder organizations is essential: governments, CSOs, and the UN/ multilateral/bilateral institutions

Language

Fluency in oral and written French is required.
