Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Based on UN legislative mandates and the UN Women Strategic Plan, the Regional Office for Asia and the Pacific (ROAP) is tasked with providing strategic programme development, policy and technical advisory services, and quality assurance support to Multi-Country Offices (MCOs) and Country Offices (COs). It undertakes and coordinates regional research and data analysis, advises on norms, policies and strategies for achieving internationally and regionally agreed goals related to gender equality and women’s empowerment issues. ROAP also acts as a knowledge hub at the regional level, collecting evidence on progress and emerging issues, and sharing knowledge on innovative approaches and lessons learned in implementation.
UN Women’s work in humanitarian action is guided by global norms and standards. In 2021, UN Women adopted a new humanitarian strategy (2022-2025). The aim of UN Women’s engagement in humanitarian action is to ensure effectiveness in addressing gendered needs, working across the humanitarian-development – peace continuum, and embodying two approaches; i) supporting the mainstreaming of gender in the coordination, planning, prioritization, financing of humanitarian response in the immediate aftermath of emergencies and humanitarian crises; and ii) contributing to long term recovery and protection of rights of women and girls in emergencies and protracted crises through the nexus approach using the LEAP Framework.
UN Women collaborates closely with UN system partners, national institutions, and civil society organizations to ensure accountability and coherence in addressing gender equality in humanitarian action. UN Women works with gender equality institutions and organizations, from grassroots to intergovernmental bodies, to strengthen their position and capacity as champions for gender equality in humanitarian action, recovery and beyond.
In the Regional Office for Asia and Pacific, humanitarian action, disaster risk reduction, climate change action is under one portfolio, with matrixed coordination across other thematic areas of the office.
Reporting directly to the Regional Specialist for Humanitarian Action and Disaster Risk Reduction, the Programme Coordinator will provide coverage during the parental leave period to ensure continuity in programme coordination, strategic guidance, and operational support. The Coordinator will play a critical role in linking regional and country-level efforts, providing ongoing technical assistance to UN Women’s country offices to strengthen UN Women’s programming across the humanitarian- development-peace nexus.
The Programme Coordinator will provide rapid technical support during crises, offering short-term surge capacity to ensure needs of women and girls are prioritized from the onset of emergencies. This involves technical engagement in humanitarian coordination systems, to ensure UN Women’s presence, visibility, and partnership with the broader response system.
In addition, the programme coordinator will work closely with the wider Resilience Team, to advance UN Women’s integrated approach across the Humanitarian- Development- Peace nexus. She/ He will coordinate relationships with regional and national partners, as well as other stakeholders, and will be responsible for supporting monitoring and reporting processes and overseeing personnel within the team.
Description of Responsibilities /Scope of Work:
Coordinate the Humanitarian Programming: Guide Coordination with regional and national partners and other stakeholders: Coordinate Monitoring and Reporting on Humanitarian Programming: Build Partnerships and Support in Developing Resource Mobilization strategies: Advocate and facilitate knowledge building and management and communication: Coordinate the Humanitarian Programme workplan development and implementation according to UN Women Regional Office for Asia and the Pacific’s Strategic Note and Biennial Workplan Provide technical advice to UN Women’s country offices on strengthening UN Women’s role across the humanitarian, development, and peace nexus Liaise with regional and national counterparts, UN Women country offices, and partners to support effective coordination and ensure programme activities are implemented, results are achieved, and resources are effectively managed Prepare and present inputs for workplans, periodic narrative progress reports and expenditures updates for review and consolidation Ensure successful implementation and compliance with systems for project planning, implementation and monitoring, in collaboration with relevant partners and teams Record and maintain up-to-date documentation on activities, decisions, and risks relevant to the humanitarian programme Provide timely technical and coordination support during humanitarian emergencies, including contributing to internal briefings, situation updates, and coordination of immediate actions such as gender assessments. Coordinate relationships with regional and national partners to support implementation of the humanitarian programming, with linkages to resilience building where possible Coordinate and represent UN Women in the Asia Pacific Gender in Humanitarian Action Working Group, and undertake operational engagement in support of its co-chair responsibilities Contribute to inter-agency coordination efforts at the working level by providing technical inputs and liaising with counterparts in regional humanitarian and gender-related coordination platforms, as needed. Identify capacity building needs and support partners working in relevant areas across the resilience portfolio- particularly in humanitarian response, as well as disaster risk reduction and climate action- through technical assistance, mentoring, training, cross-partner learning, and other capacity development initiatives Gather and compile all information necessary for monitoring and reporting on UN Women ROAP’s humanitarian programming, from the planning to evaluation stages Support the drafting of annual and bi-annual reports; review and coordinate the submission of required financial and narrative reports in collaboration with relevant team members Provide inputs on humanitarian and relevant resilience building activities and results to Regional Office reporting and coordinate with country offices to ensure accuracy and coherence Ensure timely entry and maintenance of relevant data and documents in UN Women internal systems such as RMS, SharePoint, and other knowledge and planning platforms, in coordination with the Resilience Team. Provide technical support to the development of partnerships and resource mobilization strategies, in line with UN Women’s Humanitarian priorities Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships Ensure documentation of the humanitarian programme implementation process and outputs in accordance with UN Women guidelines Contribute to the exchange of information and knowledge products internally and externally, particularly those related to gender in humanitarian action and resilience-building Lead organisation of advocacy campaigns, events, trainings, workshops and the development of related knowledge products to advance gender-responsive humanitarian action Work with the Communications and Advocacy team to highlight gender in humanitarian action through human interest stories, publications, and visibility materials for regional and global platforms.Consultant’s Workplace and Official Travel:
This is an office-based consultancy in Bangkok, Thailand. UN Women will cover flights to and return to Bangkok, Thailand from the consultant’s home country if required (the consultant is not already based in Bangkok). Any work-related travel outside of Thailand during the duration of the consultancy will be covered by UN Women according to regular travel and DSA policies.

Payments for this consultancy will be based on the submission of the monthly progress report with approval from the Programme Coordinator, Humanitarian Action and Resilience, along with certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
