Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In Cambodia, UN Women's work is guided by the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024-2028, the Regional Strategic Note (2023-2025), and the Corporate Strategic Plan (2022-2025), These frameworks shape UN Women Cambodia's key priorities in advancing gender equality and women’s empowerment (GEWE). UN Women Cambodia has worked closely with women machinery to monitor the implementation of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). This connects to the Ending Violence Against Women (EVAW) programme which UN Women has supported the Royal Government of Cambodia (RGC) via the Ministry of Women’s Affairs (MOWA) in developing and implementing of the National Action Plan to Prevent Violence Against Women (NAPVAW), particularly focusing on vulnerable groups such as women migrant workers. Additionally, the priority also supports the RGC to advance women peace security agenda which focuses on convening dialogues, with participation of wider stakeholder, including civil societies, government as well as academic institutions, situation analysis and study on gender barriers toward realization of the National Action Plan.
UN Women Cambodia has been a key advocate for gender-responsive policies in climate change and disaster risk reduction (DRR). By building the capacity of national institutions and civil society organisations, the programme enables rural women and youth to actively participate in decision-making processes and apply gender analysis to issues like gender-based violence and climate resilience. UN Women continues to collaborate with key government ministries to scale up gender-responsive interventions, contributing to national efforts including as the National Action Plan on DRR (NAP on DRR), and Cambodia's climate commitments. UN Women Cambodia launched a private-sector engagement initiative aimed at advancing women’s economic empowerment. Part of a regional programme, the initiatives seek to foster innovation, advance gender equality and drive inclusive economic growth through partnerships, accelerators, and policy support. The initiative also focuses on generating evidence and data to guide investments and develop ecosystems that support gender-transformative innovations. By engaging businesses and other stakeholders, UN Women aims to create more opportunities for women to thrive in the Cambodian economy.
Cambodia office is one among four UN Women offices in ASEAN, including Indonesia, Philippines, Malaysia and Cambodia, has been implementing Gender Action Lab (GAL): Innovation and Impact for Gender Equality, powered by the Women’s Empowerment Principles (WEPs). This is the founding step to building a long-term a multi-stakeholder, multi-donor, Gender Action Lab to innovate to advance gender equality and women’s empowerment and build more inclusive economies across countries in Asia-Pacific which, focuses on identifying, piloting and scaling innovative private-sector led, yet multi-stakeholder partnership initiatives, such as for example: innovation labs, accelerators, partnership support programmes; creates evidence, data and support to advance policy, investment and ecosystem development for gender-transformative innovations .
The Gender Action Lab will build on the success of the Women’s Empowerment Principles (WEPs), a set of 7 principles that provide companies a roadmap to become more gender-responsive throughout their value chain. The WEPs were launched in 2010 by UN Women and the UN Global Compact and is the only framework that encompasses gender equality at all organizational levels, beginning with leadership and providing guidance for the workplace, marketplace and community, underpinned by a strong emphasis on accountability and transparent reporting of progress.
The key outcome is: More private sector companies in Asia - Pacific are implementing gender-responsive business practices and policies to enable more women to equitably lead and participate in the world of work.
The program will achieve this through 3 interrelated pillars:
Under the guidance and direct supervision of Programme Analyst-GAL, the Programme Associate is responsible for providing support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Associate provides programme, administrative, and logistical assistance to the team to ensure successful implementation of the programme.
Scope of Work:
1. Provide administrative and logistical support to the formulation and management of programmes
• Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds;
• Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;
• Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations;
• Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team.
2. Provide administrative support to the financial management of the Programme Unit:
• Create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
• Provide administrative support and analysis in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms;
• Prepare non-PO vouchers for development projects;
• Process payment for consultants, and responsible partners as delegated;
• Create requisitions in Quantum system for development projects; register good receipts in Quantum system.
3. Provide administrative support to the Programme Unit:
• Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
• Make travel arrangements for the Programme Team, including travel requisitions and claims;
• Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team;
• Engage with partner meetings, contributing inputs and drafting minutes/key notes in meetings/workshops, as delegated;
• Organize and coordinate filing of documents; maintain mailing lists.
4. Provide administrative support to resource mobilization:
• Organize, compile, and process documentation and information from donors, and programme team as inputs to various databases and documents.
5. Facilitation of knowledge building and knowledge sharing:
• Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.
• Engage in creating programme knowledge and learning, providing inputs where it is relevant for documenting lessons learnt, good practices and sharing.
6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Functional Competencies:
• Knowledge of programme/project management;
• Knolwedge of gender issues in Cambodia, particularly with businesses and private sector
• Ability to create, edit and present information in clear and presentable formats;

Minimum Qualifications:
Education and Certification:
• Completion of secondary education is required.
• University degree (bachelor’s degree) in business or public administration, social science, or related fields, will be given due consideration, but it is not a requirement.
Experience:
• At least six (6) years (with secondary education) or at least three (3) years (with Bachelor´s degree) of progressively responsible experience in administrative or programme management/support.
• Experience in working in a computer environment using multiple office software packages is required.
• Experience in supporting a diverse cultural background team is desirable.
• Experience in supporting with project monitoring and management via collaboration with strategic partners.
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
• Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
• Experience in private sector is desirable.
Languages:
• Fluency in Khmer and English is required.
• Knowledge of another official UN language is desirable. (French, Arabic, Chinese, Russian or Spanish).
