Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. In line with UN Sustainable Development Cooperation Framework (UNSDCF) the UN Women Bangladesh Strategic Note (2022-2026), defines UN Women’s strategic engagement in Bangladesh. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organisations, youth, UN agencies and donors, to promote gender equality and women’s empowerment.
UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response. UN Women has developed a humanitarian response programme in partnership with the Ministry of Women and Children Affairs in 2017 to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee Women and Girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of the programme is to ensure protection, as well as equitable and safe access to and benefit from life-saving humanitarian assistance and information to the most vulnerable, and marginalized Rohingya and host community women while assisting them to live with dignity, regain resilience and overcome restrictive gender norms. The programme promotes women’s livelihoods and economic resilience, participation and leadership in the camps and host community, peace and social cohesion building activities, and gender-responsive policing. UN Women is an active member of the Livelihoods and Skills Development Sector, Protection Sector and the Gender-Based Violence Sub-Sector (GBV-SS) and chairs the Gender in Humanitarian Action Working Group (GiHA WG) for the Rohingya Refugee Response to promote gender-responsive humanitarian action across humanitarian agencies in Cox’s Bazar.
Reporting to Programme Specialist, the Programme Analyst, Women’s Economic Resilience and Livelihoods provides programme support to the effective management of UN Women programmes in Cox’s Bazar by contributing to the programme design, formulation, implementation and evaluation. The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team within the Sub-Office in Cox’s Bazar and in Dhaka, UN Women HQ staff, Government officials, the Inter-Sector Coordination Group, members of the Livelihoods and Skills Development Sector, multi- and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
Duties and Responsibilities:
1.Contribute technically to the development of programme strategies in the area of Women’s Economic Resilience and Livelihoods
Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to Economic Resilience and Livelihoods; Provide technical inputs to UN Women overall women’s economic empowerment strategy from a nexus approach.2.Provide technical support to the implementation and management of the Women’s Economic Empowerment and Livelihoods programme
Provide inputs to the annual workplan and budget as required; Coordinate and monitor the implementation of programme activities; Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; Review and coordinate the submission of implementing partner financial and narrative reports; Train partners on Results Based Management.3.Provide technical assistance and capacity development support to project/programme partners
Provide technical support to and technically oversee the implementation of programme activities with partners; Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.4.Provide technical inputs to the monitoring and reporting of the programme/project
Monitor progress on programme activity, results and indicators; Monitor the implementation of proposals by responsible partners; Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.5.Provide technical inputs to the management of people and finances of Women’s Economic Resilience and Livelihoods programme
Monitor budget implementation and programme activity expenditures and perform budget revisions when required; Provide inputs to financial reports; Oversee the work of Programme Associates and Assistants as needed.6.Contribute to building partnerships and resource mobilization strategies
Provide inputs to resource mobilization strategies; analyze and maintain information and databases; Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.7.Provide technical inputs to inter-agency coordination on Women’s Economic Resilience and Livelihoods to achieve coherence and alignment of UN Women programmes with other partners in the Cox’s Bazar
Contribute substantive inputs to the Livelihoods and Skills Development Sector activities, participating in meetings on behalf of UN Women. Provide technical support to the Head of Sub-Office on inter-agency coordination related activities by providing inputs to background reports and briefs.8.Provide inputs to advocacy, knowledge building and communication efforts
Provide technical inputs to background documents, briefs and presentations related to Women’s Economic Resilience and Livelihoods; Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products; Provide inputs to the development of knowledge management products on Women’s Economic Resilience and Livelihoods.9.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
Supervisory/Managerial Responsibilities: The incumbent leads a team of two staff, which includes two direct reports (one DWA Gender Officer, SB4 level staff and one Programme Associate, SB3 level staff).

Education and certification:
Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, economics, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.Experience:
At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required. Experience in women’s economic resilience and livelihoods programming is desirable. Experience coordinating and liaising with government agencies and/or donors is desirable.Language Requirements:
Fluency in English, and Bengali is required; Working knowledge of Chittagonian or Rohingya is desirable. Knowledge of other UN languages is desirable (French, Arabic, Chinese, Russian or Spanish).Statements :
