In Cambodia, UN Women's work is guided by the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024-2028, the Regional Strategic Note (2023-2025), and the Corporate Strategic Plan (2022-2025), These frameworks shape UN Women Cambodia's key priorities in advancing gender equality and women’s empowerment (GEWE). UN Women Cambodia has worked closely with women machinery to monitor the implementation of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). This connects to the Ending Violence Against Women (EVAW) programme which UN Women has supported the Royal Government of Cambodia (RGC) via the Ministry of Women’s Affairs (MOWA) in developing and implementing of the National Action Plan to Prevent Violence Against Women (NAPVAW), particularly focusing on vulnerable groups such as women migrant workers. Additionally, the priority also supports the RGC to advance women peace security agenda which focuses on convening dialogues, with participation of wider stakeholder, including civil societies, government as well as academic institutions, situation analysis and study on gender barriers toward realization of the National Action Plan.
UN Women Cambodia has been a key advocate for gender-responsive policies in climate change and disaster risk reduction (DRR). By building the capacity of national institutions and civil society organisations, the programme enables rural women and youth to actively participate in decision-making processes and apply gender analysis to issues like gender-based violence and climate resilience. UN Women continues to collaborate with key government ministries to scale up gender-responsive interventions, contributing to national efforts including as the National Action Plan on DRR (NAP on DRR), and Cambodia's climate commitments. UN Women Cambodia launched a private-sector engagement initiative aimed at advancing women’s economic empowerment. Part of a regional programme, the initiatives seek to foster innovation, advance gender equality and drive inclusive economic growth through partnerships, accelerators, and policy support. The initiative also focuses on generating evidence and data to guide investments and develop ecosystems that support gender-transformative innovations. Complimenting to private sector engagement, gender responsive procurement has been instrumental to women economic empowerment. By engaging businesses and other stakeholders, UN Women aims to create more opportunities for women to thrive in the Cambodian economy. This reflects the United Nations General Assembly adopted unanimously the Resolution 70/1 Transforming our World: the 2030 Agenda for Sustainable Development and Sustainable Development Goals (SDGs). Gender equality and women’s empowerment is at the heart of the agenda, as numerous goals and targets address structural barriers to achieve equal rights and opportunities between women and men, girls and boys.
WE RISE Together 2.0 (WRT 2.0) – Advancing gender-responsive procurement in the Mekong sub-region is a four-year Mekong-Australia Partnership (MAP) project developed by UN Women, started in March 2025. It is continuing of WE RISE Together 1.0 that was implemented in Thailand and Vietnam between March 2022 – February 2025. Cambodia office is a part of WRT 2.0 which sits under MAP’s Economic Resilience Fund (MAP-ERF) and addresses its four drivers of resilience (including macroeconomic, household, business, and government resilience), started the implementation in March 2025. The project responds to the prioritization of women’s economic empowerment by expanding market access for Women-owned Businesses1 (WOBs) and Gender Responsive Enterprises1 (GREs) through procurement opportunities.
Building on the successes from the first phase, WRT2.0 will also leverage lessons learned, tackling the structural gender inequities that exist within the global procurement market in which WOBs secure only one per cent of spending worldwide. By introducing and advancing increased market access through gender-responsive procurement (GRP), WRT2.0 operates with the overall objective to empower more women to equally access, lead, and benefit from expanded market opportunities in the Mekong subregion. The project works across the Mekong subregion, namely in Cambodia, Lao PDR, Thailand and Viet Nam, leveraging the capacity, network and insights build during its phase 1 implementation. The project will work towards three interlinked outcomes:
Outcome 1: Increased awareness and commitment towards GRP at the ecosystem level & and more gender-responsive institutions through the collection of sex-disaggregated data & improved national data infrastructure
Outcome 2: Strengthened national policies and public procurement systems that are aligned with Mekong and ASEAN frameworks
Outcome 3: Increased market connections and opportunities for Women Own Business (WOBs) and Gender Responsive Enterprise (GREs)
Reporting to the Country Programme Coordinator of Cambodia, with technically consulted with Regional Technical Advisor-Women’s Economic Empowerment (WEE Technical Advisor), the Programme Analyst-Gender Responsive Procurement and Women’s Empowerment is responsible for the national programme coordination and implementation, including monitoring and partnership building in close collaboration/consultation with the Regional Programme Coordinator to ensure programme coherent. S(he) will lead the partnership building in the framework of this project and work in close coordination with various partners and stakeholders, including the DFAT delegations, which will guide and provide input for the performance of the programme at country level. The Programme Analyst will also inform and update his/her supervisors at country level about programme implementation and opportunities to build synergies with other relevant initiatives implemented by UN Women and key relevant stakeholders at the country level.
Scope of Work:
Contribute technically to the development of programme strategies in the area of Women’s Economic Empowerment
Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives and identify areas for support and intervention related to the programme; Analyze country context and identify key opportunities and partners to enhance the project plan and implementation at the country level in close collaboration with UN Women’s WE RISE Together Regional Team to ensure that the project is coherent and reflects the country’s priorities regarding women’s empowerment and economic development; Establish and oversee partnership to engage the private and public sector actors for the implementation of WE Rise Together; Contribute to finalization of country strategy documents, proposals, briefs, policy dialogue and other documents related to WE Rise Together; Develop further and implement existing a detailed country-level work plan in line with the approved programme document in close consultation with the Regional Programme Manager and the Country Programme Coordinator to ensure that it is aligned with the overall direction of the Regional Programme as well as UN Women’s strategic priorities on WEE at the country level; Ensure the translation of the UN Women’s and Mekong-Australia Partnership (MAP) project’s priorities into successful national/local interventions that resonate with country-level priority to promote women’s economic empowerment (WEE) particularly on market access; Connect the country level activities with regional level initiatives and cross-country learning.Provide substantive technical support to the implementation and management of the Women’s Economic Empowerment - WE RISE TOGETHER programme
Support/facilitate the country level consultations during the inception phase to elaborate the detailed Review results and report on the established Performance Monitoring Framework (PMF) at the country level; Contribute to the development of further and implement existing a detailed country-level work plan in line with the approved programme document in close consultation with the Country Programme Coordinator and WE RISE Together Regional Lead to ensure it is aligned with the overall direction of the programme as well as UN Women’s strategic priorities on WEE at the country and regional level; Oversee the implementation of the country-level programme based on the Results-based Management (RBM) principles and in accordance with the UN Women’s standard rules and regulations; Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to the UN Women WE RISE Together programme and UN Women Cambodia office; Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; Coordinate country-level needs assessment and development of training materials and workshops to avoid duplication of efforts and ensure coherence in the overall approach within UN Women and other partners at the country level; Identify country-level capacity building needs and support partners through technical assistance, mentoring, training, cross partner learning and sharing; and Facilitate the delivery of training and capacity-building sessions to private sector partners involved in Women's Economic Empowerment (WEE) and/or Women’s Empowerment Principles (WEPs) related activities.Provide technical assistance and capacity development to project/programme partners
Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products that reflect purpose of expectations of the project; Maintain relationships with national partners to support implementation and expansion of the Women’s empowerment - WE RISE TOGETHER programme; and Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.Provide technical inputs to the monitoring and reporting of the programme/project
Monitor and report progress of implementation, including progress as well as achievement and finances using results-based management tools in close collaboration with the M&E officer at the country and regional level; Conduct monitoring visit/mission and or meeting to assess programme results/ outputs, and identify lessons learnt, challenges as well as opportunities; Provide substantive inputs to the preparation of donor and UN Women reports, including quarterly and annual results reporting in RMS, narrative and financial reports; Review, coordinate and monitor the submission of implementing partner financial and narrative reports; and Manage and maintain key documents on relevant programme activities, issues, risks and risk mitigation plans.Provide substantive technical inputs to the management of people and finances of the Women’s empowerment - WE RISE TOGETHER programme
Monitor budget implementation and make budget re-alignments/ revisions, as necessary; Provide substantive inputs to financial reports and support Programme Associate to monitor spending plan, with accuracy and timely manner; and Provide guidance to Programme Associate (shared post) for develop logistic plan, event organisation and other related administrative work.Provide substantive inputs to building partnerships and resource mobilization strategies
Develop and manage partnerships with DFAT, relevant UN and multilateral agencies, government and civil society partners, key private sector players, and experts at the country level to ensure timely and efficient delivery of activities; Support the engagement of WOBs, GREs, private sector companies, industry associations and relevant public agencies in close cooperation and coordination with the regional communications team to expand WEPs signatories and implementation of WEPs; Develop strategy, build partnerships and networks to support WoBs and GREs at the country level; Work with partners to build strategic partnerships with private companies and policy makers to identify possible areas of cooperation, especially contributions to gender-responsive procurement; Identify key partners to co-finance and co-organize workshops, trainings and/or activities based on methodologies and tools developed by the regional programme at country level; and Identify resource mobilization opportunities particularly through private sector engagement to advance country-level results of the regional WE Rise Together.Provide technical support to inter-agency coordination on Women’s empowerment - WE RISE TOGETHER to achieve coherence and alignment of UN Women programmes with other partners in the country
Provide substantive technical support to the National Country Programme Coordinator on inter-agency coordination related activities by drafting background reports and briefs; and Contribute to result groups for monitoring and reporting on United Nations Sustainable Development Cooperation Framework (UNSDCF), including attending meeting, providing input for joint workplan and report.Provide substantive inputs to advocacy, knowledge building and communication efforts
Lead advocacy and knowledge building at country level; Manage advocacy strategies and supports relevant, high-impact advocacy activities and campaigns with key partners and their implementation; Develop a stakeholder engagement strategy to advance WEE by expanding market access for WoBs and GREs; Collect knowledge on current and emerging trends by gathering relevant information on projects, strategies, approaches and ongoing experience for lessons learned and best practices; Contribute to accomplish an updated database of relevant WOBs, GREs and industry association and networks; Contribute to knowledge networks and communities of practice, facilitating the knowledge exchange of companies to take up effective gender equitable business practices through gender-responsive procurement and guide development of incentives for companies to enjoy recognition of their advances; Represent the project in meetings and policy dialogues on issues related to WEE; Contribute to the advocacy and communication strategy for the WE Rise Together with particular attention to country level work and its linkages to the multi-country platform, including key opportunities for major advocacy campaigns, events, trainings, workshops and knowledge products; and Contribute for the elaboration and implementation of knowledge management strategy.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Qualifications:
Education and Certification:
Master’s degree or equivalent in public administration, law, economics, human rights, gender equality, management, social sciences or other related areas is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage.Experience:
At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required. Experience in the promoting gender equality and/or social development. Experience on women’s economic empowerment. Previous experience in the development sector including the UN system is a plus. Experience coordinating and liaising with government agencies and/or donors is desirable. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.Languages:
Fluency in English is required. Fluency in Khmer Language is required. Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).Statements:
