Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In line with the 2030 Agenda for Sustainable Development, General Assembly resolution 72/279 on the repositioning of the United Nations Development System, and the evaluation of UN Women’s Regional Architecture in 2017, UN Women has been reviewing its current organizational structure to further solidify its operating and implementation model in order to break silos and improve the delivery of our mandate in an integrated manner.
These changes take place in a context of rapid change at global, regional and national levels for the UN development system, which UN Women is part of. As part of this change process, Business Transformation, as outlet for UN Women Change Management was established in the Strategy, Planning, Resources and Effectiveness Division (SPRED) to enable what is called “UN Women 2.0” - a stronger field, a nimble and effective HQ, more efficient processes, and better governance, supported by a modern and mature development organization.
Under the supervision of the Business Transformation Advisor, the Management Specialist is responsible for providing technical support to Organizational Performance Management, Evidence Based & Risk informed Corporate Decision Making through Data Analytics. Responsibilities include developing comprehensive, cross-cutting corporate analysis and decision-making tools through forward looking data modelling, forecasting and scenario planning; managing business intelligence, data management and reporting for strategic planning and organizational development purposes; coordinating with stakeholders across UN Women to reach consensus on data management and data analysis; and developing and disseminating knowledge management products in the area of corporate data analysis and management.
With business transformation a key component of the Organizational Efficiency and Effectiveness (OEE) section of UN Women’s Strategic Plan 2022-2025, the Specialist will work with colleagues across the house to make sure that these ambitions are realized, and support the implementation of specific components thereof.
In addition, as the current Strategic Plan is coming to term, the Specialist will also be pivotal in working on the preparation of the forthcoming Strategic Plan 2026-2029; and contribute towards innovating and finding ways to optimize further the Organizational Efficiency and Effectiveness dimension. The Specialist will lead and drive the evolution of the philosophy, structure, and approach for the entire OEE framework. This effort will serve as the foundation from which the Specialist will be leading the identification and eventual selection of the most relevant and impactful indicators. By rethinking the underlying principles and organizational structure, UN Women aims to create a more robust and adaptive framework that better aligns with the strategic goals and operational realities.
UN Women recently joined several UN agencies with implementing a new Enterprise Resource Planning (ERP) system(s). The systems is currently at an early stage of operationalization, and will rapidly offer a wider range of opportunities for the organization to leverage. It is expected that the Management Specialist will ensure that as this takes place, that the benefits of this is leveraged to the greatest extent possible. Engagement with colleagues across the organization is expected to be prevalent.
This is a temporary position for a duration of 364 days through to 30 December 2025. Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.
Key Functions and Accountabilities:
Lead the design, development and provision of tools that will support decision making. This is expected to be solidly rooted in data, in order to assure high quality foundation to forecast, plan and implement initiatives:
Develop or improve solutions for gaps and needs, as it relates to data and tools. Develop or improve solutions on technical tools that are instrumental for strengthening the organization. Develop and strengthen technical abilities, in order to ensure analysis mechanisms are well integrated in work and processes. Develop and strengthen tools and data models to directly support UN Women's forward looking management efforts.Lead and manage UN Women's internal management mechanism (i.e. the Quarterly Business Review and potentially other future mechanisms):
Lead and ensure preparations (requirements, data preparation, analysis etc.) for management reviews. Lead in the creation of reports, presentations, data visualizations. Ensure that materials are effective and appropriate for high-level management review. Facilitate management review processes and support all UN Women Regions, Countries and HQ in in their respective reviews. Steward and support continuous improvement efforts, as a result of identified findings from management review mechanisms.Support (and lead as appropriate) on special corporate projects with technical capacity (i.e. Business Transformation initiatives, Innovation Projects incl. Artificial Intelligence initiatives):
Support and lead and ensure preparations (requirements, data preparation, analysis etc.) for management reviews. Support and lead in organizational roll-outs. Support and lead in developing indicators of success measurement. Support, lead and steward continuous improvement efforts.Lead and manage UN Women's Organizational Effectiveness & Efficiency elements, as it relates to UN Women Strategic Plans:
Oversee and coordinate all aspects related to the UN Women OEE framework, ensuring the management of diverse stakeholder interests. Provide support and technical expertise for change management and business transformation projects, either as a project lead or team member, as needed. Enhance the capacity for data analysis and management wherever possible. Support development of the OEE dimension of the forthcoming UN Women Strategic Plan, including organization-wide liaising with stakeholders Support, lead and develop key organizational indicators for the forthcoming UN Women Strategic Plan’s Integrated Results and Resources Framework (IRRF).Lead and support on increasing leverage of UN Women data and systems, as UN Women transitions to a new Enterprise Resource Planning system(s):
Ensure that more organization data finds its way into intelligence sources, and offers added value for decision making. Ensure that definitions are established and increased corporate literacy and understanding of these are increased. Where possible, to develop or find new metrics that provide added intelligence to corporate performance. Show leadership in guiding team efforts in a concise and clear direction.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Education and Certification:
• Master’s degree or equivalent in information technology, computer science, business administration or other related discipline is required.
• A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the master’s degree.
• APMG Prince2, MSP or similar certification an asset.
• APMG Change Management (Foundation/Practitioner) or similar a strong asset.
Experience:
• At least 5 years of progressively responsible experience in data management, analysis and modeling with both quantitative and qualitative data is required.
• Experience in handling a Business Intelligence Suite (e.g. MS Power BI, Google Looker Studio, Tableau or similar) required.
• Experience in systems analysis / business intelligence experience required.
• Experience in data management in multiple diverse domains (i.e. not just in one domain e.g. HR, Procurement, Finance etc.) is desirable.
• Experience in change management is desirable.
• Experience in forecasting/predictive analytics concepts is desirable.
• Experience in international organization contexts is desirable.
Languages:
• Fluency in English is required.
• Fluency in French is desirable.
