Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is operational in Liberia since 2006 on the basis of former UNIFEM projects with full Delegation of Authority issued in 2012.  UN Women is committed to delivering results in Liberia under its triple mandate, focusing on normative frameworks, United Nations system coordination and programming. UN Women has the unique GEWE mandate and leads on normative frameworks. The CO is and continues to be successful in supporting the development of gender responsive legal and policy frameworks. The CO will continue to provide technical support to promote the adoption of gender sensitive laws based on the findings of the gender discriminatory law assessment (2024), combined with efforts to amplify civil society organizations (CSOs) voices in their oversight and accountability roles. The CO’s normative role and track record in Liberia, also recognized by the Country Portfolio Evaluation (CPE), positions it as the known entity for advancing gender-responsive legislation and policies with the potential for lasting systemic impact. It is regarded as the leader on global frameworks such as CEDAW and Beijing +30​ and in supporting advocacy for the adoption of temporary special measures including mandatory gender quotas and anti FGM legislation. These priorities remain under legislative consideration and UN Women will continue to support advocacy for their adoption.

Operationally, UN Women promotes gender integration in joint programmes to strengthen support for and implementation of the Government of Liberia ARREST Agenda for Inclusive Development (AAID), creating greater synergy and delivering more impactful results for women and girls. Beyond the UN system, the CO supports national coordination efforts by partnering with government institutions on GRPB promoting policy coherence and advancing accountability

The new Strategic Note for UN Women Liberia covers the period 2026-2030 and focuses on advancing gender equality and women’s empowerment in Liberia by 2030, in line with the SN impact “Women and girls in Liberia realize their rights and reach their full potential in a peaceful, democratic, and equitable society” with two specific outcomes: By 2030 people in and of Liberia, especially children, young persons, women and people with disabilities have achieved equitable human capital development with increased access to quality and affordable social services, leveraging digital solutions, results-based approaches, and transparent strategies to achieve their full potential (UNSDCF Outcome 1: Human Capital Development) and “By 2030 people in and of Liberia, especially children, young persons, women and people with disabilities effectively participate in and benefit from policies that promote trust, ensure peace gains are sustained, rule of law enforced, and social cohesion and accountability systems strengthened at the national and sub-national level (UNSDCF Outcome 2: Governance)”

To support Strategic Note implementation in Liberia, UN Women seeks to recruit Driver to provide reliable and safe driving services to the operations and programme personnel in the Office, consultants and experts and UN staff on mission ensuring the highest standards of discretion and integrity, sense of responsibility, and excellent knowledge of protocol and security issues. The Driver also demonstrates a client-oriented approach, courtesy, confidentiality, tact and ability to work with people of different national and cultural backgrounds. 

With overall guidance from the Operations Manager, and under the direct supervision of the Administrative Assistant, the driver assists in effective and efficient implementation of UN Women Liberia initiatives through a range of actions, including safe and reliable driving services and administrative support management.  The Driver works in close collaboration with the operations as well as programme and project teams of UN Women Liberia Country Office for effective and timely achievement of results, anticipating and advising on administrative tasks to ensure consistent service delivery and smooth operation of the UN Women in Liberia

III. Scope of Work

 

Provide reliable and secure driving services: Drive office vehicles for the transport of authorized personnel; Deliver and collect mail, documents and other items to Government – offices/Embassies/commercial establishments/UN offices; Meet official personnel and visitors at the airport, including visa and customs formalities arrangements when required; Verify that all passengers wear seatbelts at all times in the vehicle; Ensure all immediate actions required by rules and regulations are taken in case of involvement in accidents; Adhere to relevant job specific guidelines and policies of UN Women such as but not limited to the vehicle management policy; and Ensure vehicle comply with the Security and Safety standard established at the duty station through Security Risk Management process.

  

Provide proper use of vehicle: Contribute to environmental sustainability and cost-savings by driving responsible;  Maintain daily vehicle logs, daily mileage, gas consumption, oil change, servicing, greasing, repairs; and Provide inputs to preparation of the vehicle maintenance plans and reports.

 

Provide day to day maintenance of the assigned vehicle: Ensure that the official vehicle is kept cleaned, washed and is always in good working condition;  Make minor repairs and make arrangements for major repairs;  Change oil, check tire tread depth and pressure, lights, indicators, wipers, horn, clutch and brakes and ensure that any errors of warning indicators on dashboard are inspected and addressed in timely manner; and  Arrange and complete winterization of office vehicles when this is required by local traffic regulations or when travel to areas that might be affected by snow is planned. 

  

Maintain and ensure availability of all required documents/supplies: Maintain and ensure availability of all required documents/supplies including vehicle insurance, vehicle logs, office directory, and maps of the city/country, first aid kit, and necessary spare parts in the assigned vehicle; and Ensure that all immediate actions required by rules and regulations are taken in case of involvement in accidents.

 

Provide general administrative and logistic support as needed: Assist office personnel in filing, photocopying and maintaining required records;  Assist in the mailing and distribution of publications and payments of bills, as required. 

 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Functional Competencies:
