About this position

We are looking for a dedicated, energetic, and team-oriented Principal Specialist / Lead Specialist to become the new head of Business Performance Group for the Finance Department (FIN). The successful candidate will lead a seven-person team across multiple disciplines and will report to the Chief Financial Officer and General Manager of the Finance Department.

FIN is responsible for the mobilization and administration of the Bank’s financial resources, both the assets and liabilities of the organization, including debt and non-debt funds, the management of the Bank’s liquidity, the accounting and financial records of its operations, and the administration of its relations with financial markets and intermediaries.

As the Head of the FIN Business Performance Group (BPG), you’ll spearhead a team that designs and oversees FIN strategy formulation and FIN culture & communications and is likewise responsible for department-wide business performance functions including FIN’s budget, human capital, shared services center and quality assurance for and with the CFO.

What you’ll do:

Serve as chief Culture officer within Finance, designing and executing a holistic FIN Culture plan that encompasses communications, engagement, DEI and innovation and spearheading new initiatives, products and platforms as well as planning resource requirements annually. Lead and direct the formulation and deployment of five-year FIN Strategy, overseeing creation of strategic objectives, measures, targets and driving strategic goals with leadership to ensure meaningful progress. Direct design of key performance indicators (KPIs) for Finance, continuously refining to improve goal realization, ensuring KPI architecture delivers optimal resource allocation. Oversee FIN operations in Costa Rica Service Center (CRSC) and represent FIN on VPF strategic committee for the Service Center, approve budget and human resource allocations for agents informed by recommendations from day-to-day team lead on BPG team. Direct FIN’s Data analytics team to ensure sound data governance, oversee data stewards across FIN as well as produce state of the art data analytics and dashboards for our clients, informed by recommendations from day-to-day team lead on BPG team. Oversee departmental efforts on Continuous improvement and internal controls, ensuring timely implementation of audit/non-audit recommendations, as well as that all FIN regulations and SOPs remain current/up to date. Supervise two RPAs with responsibilities related to all Budget and HR matters for FIN; lead annual exercises related to succession planning, talent management and grade assessments. Manage Service Level Agreements with FIN internal clients, IDB Invest and IDB Lab. Oversee centralized FIN Admin services, deciding on optimal staffing levels and resource allocations informed by recommendations from day-to-day team lead on BPG team. Serve as a role model of inclusive and adaptive leader, embrace and promote FIN values and VPF’s objectives of diversity, equity, and inclusion and the development of the Bank’s human capital.

What you’ll need:

Education: Master’s Degree or equivalent education in Business Administration, Finance, Accounting or related disciplines. Experience: Minimum 10 years of relevant experience, with at least 7 years of experience in the management of one or more relevant areas of responsibility. Experienced skill set in communications and strategic thinking and planning. Willingness to innovate and lead bold new initiatives and challenge conventional wisdom. Passion to pursue breaking barriers and developing new and previously untested programs and performance measures, refined by trial and error over time. Previous supervisory experience a plus but not required. Languages: Oral and written proficiency in English is required. Proficiency in another Bank language (Spanish, Portuguese, French) is desired.

Type of contract and duration

International staff contract, 36 months initially, renewable upon mutual agreement.
