The UNJSPF pays benefits in 18 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 140,000 participants who work in the 25 member organizations of the UNJSPF. This position is located in the Cashier's Unit of the Financial Services Section of the United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA). The Cashier’s Unit is responsible for directing and controlling the Fund’s treasury activities, managing the cash flow operations of the Secretariat. The Unit also recommends and coordinates the implementation of periodic and non-recurrent payment systems for worldwide application, including the selection of banks, value dates, manual and electronic payment systems. In addition, the Unit is responsible for establishing methods to interface the electronic payment systems into existing Pension Fund infrastructure. The Cashier of the Cashiers Unit reports to the Chief Financial Officer, UNJSPF. ResponsibilitiesWithin delegated authority, the Treasurer will be responsible for the following: 1. Under the general supervision of the Chief Financial Officer, directs and controls the Fund's treasury activities, manages the cash flow operations of the UNJSPF-PA, ensuring the adequate funding of bank accounts: • Authorizes payment, on behalf of the Chief Executive Officer of the Fund, for Pension Fund disbursements totaling approximately 3 billion dollars per annum; • Manages a cash flow of over 250 million dollars per month, involving approximately 27 currencies, by: evaluating payment patterns, projecting future requirements, evaluating the time needed to clear payments through various banks throughout the world, ensuring that adequate funds are available, and arranging for the transfer of funds to bank accounts to cover operational requirements; • Arranging for transfer of excess funds to the Office of Investment Management of the Fund to invest; • Keeps abreast of international currency markets and decides, within the pre-established time frame, the amount of currency required for the monthly payroll; • Manage and supervise the investigations relating to returned payments, unidentified credits, claims of non-receipt of payments and other problems • Keeps abreast of policy changes established by central banks world-wide, including two-tiered currency systems, exchange controls, and developmental policies within the national banking systems. Applies systems within the Fund to conform to above policy changes. • Negotiates and established policy vis-a-vis international banks on compensation for services, and to decide on the development of costing formulae for payments, research and systems development; • Liaise with the bank representatives and the Office of the Foreign Assets Control (OFAC) for the timely resolution of any payment affected due to embargo and or sanction • Represents the Fund in policy discussions with the UN Treasurer and international banks on all matters relating to banking services, payment systems, costing formulae, cash flow projections, and other financial matters; • Establishes security procedures and ensures their implementation and maintenance within the Fund and by external agencies operating on behalf of the Fund. 2. Develops and implements systems for international currency payments by selecting banks, deciding on value dates, analyzing manual and electronic payment systems, deciding on choice or methods for settlement of standard and dual currency payments between central banks, and establishing methods to interface the systems into the existing Pension Fund infrastructure: • Monitors and analyzes developments in government and private sectors on regulations, trends and systems development, for application to the Fund's payment operations, with the purpose of taking the necessary steps- in emergency situations where the banking system in a given country is closed or restricted - to obtain the release of funds representing UNJSPF pension payments, and to establish an alternate method of paying monthly benefits; • Researches and analyzes the suitability and adaptation of new banking systems- such as ACT, Swift, DATA, Payment hubs -for UNJSPF use; • Sets up meetings with banks, governmental officials, and other agencies on the above mentioned systems; represents the Fund in these discussions, to develop policy for the application of the systems, including negotiations on cost-effectiveness, implementation, and fee formulae; • Consults with other section and units chiefs in the Fund secretariat- Pension Entitlements Section, Payments Unit, Accounts Unit - on the conversion and methods to be used in adapting existing systems, and establishes the time frame and work schedule for implementation or adaptation of all inter-related systems; 3. Plans and administers the work programme of the Cashier's Unit: (a)Formulates the work plan of the Unit, and establishes priorities for its execution; (b)Supervises, assigns duties and provides guidance to the staff of the Unit; (c)Formulates written guidelines as the basis for implementation and control of work; (d)Reviews and assesses existing procedures and implements changes when applicable; (e) Cooperates with other officials of the Fund on problems or issues of mutual concern. 4.Performs administrative and other duties as required: (a) Participates in the recruitment and selection of staff, prepares performance assessment reports and recommends promotion or other movement of staff in the Unit; (b) Advises pensioners on methods of payment and available options; (c) Exchanges information with field offices or local staff pension secretaries on systems and methods of payments for their particular areas; payments for their particular areas; (d) Ensures the dissemination of information on new or revised payment systems to all interested parties; (e) Prepares and updates the operations manual of the Unit; (f) Writes procedures for inclusion in the Fund's Uniform Procedures Manual. EducationAdvanced university degree (Master’s degree or equivalent degree) in Finance, Economics, Business Administration or related field. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
