Work LocationAlgiers, Algeria Expected duration3 months Duties and ResponsibilitiesThe project cooperation agreement between the United Nations Office for Project Services (UNOPS) and the Ministry of Environment and Renewable Energies of the People's Democratic Republic of Algeria (le Ministère de l'environnement et des énergies renouvelables de la république algérienne démocratique et populaire), concerning the implementation of the Initiative for Climate Action Transparency (ICAT) project in Algeria, aims to strengthen the country's capacity for monitoring, reporting, and verifying climate-relevant information to ensure transparency in accordance with national frameworks and international standards. The Initiative for Climate Action Transparency was established in 2015 at the COP that adopted the Paris Agreement to support implementation of the Agreement’s Enhanced Transparency Framework. ICAT provides countries with tailored support and practical tools and methodologies to build robust transparency frameworks needed for effective climate action in sync with national development priorities. The projects ICAT supports relate to: building or enhancing transparency frameworks for mitigation; building a monitoring and evaluation approach for adaptation; building or enhancing frameworks to track progress in implementing nationally determined contributions; assessing the impacts of climate policies; estimating or enhancing projections of greenhouse gases; integrating and/or aggregating climate actions at the subnational level and by non-State actors; building a tracking system for just transition processes; establishing or enhancing a climate data system; and putting in place a framework to track climate finance. The ICAT project in the People's Democratic Republic of Algeria began in July 2024. The official project partner of ICAT in Algeria is the Ministry of Environment and Renewable Energies. Ms. Soumeya Amroune is the Focal Point for the ICAT project in Algeria. The objectives of the ICAT project in Algeria are to improve the national Monitoring, Reporting and Verification (MRV) framework concerning methodological and institutional aspects, to strengthen the National Determined Contribution (NDC) tracking system, and to enhance the data aspects of the country’s NDC through the development of greenhouse gas projection tools, aligned with the national context. These objectives are supported by activities aimed at building the capacity of national stakeholders to consolidate these elements. The ICAT project in Algeria includes 4 primary components: 1. Strengthening the institutional arrangements of the national MRV system to enable effective and sustainable data sharing; 2. Improving data for the greenhouse gas emission (GHG) inventory; 3. Enhancing the quality of data and information for the NDC through the revision of the NDC reference and mitigation scenarios; 4. Improving the methodological framework for monitoring policy actions identified in the NDC. To support the achievement of the third component, “Enhancing the quality of data and information for the NDC through the revision of the NDC reference and mitigation scenarios,” a consultancy is requested to assist the Ministry of Environment and Renewable Energies in two key activities. First, the consultant will develop and implement a training program on the establishment of mitigation scenarios and the monitoring of mitigation options within the NDC framework, using the Greenhouse Gas Mitigation Cost Model (GACMO). Second, the consultant will apply GACMO to the revision of emission projections for Algeria, specifically for the NDC reference and mitigation scenarios for 2030 and 2050. These activities aim to strengthen national capacities and enhance the quality of data and analysis for Algeria’s NDC implementation and reporting. The GACMO tool is an upward emission-modelling tool for greenhouse gases developed by the UNEP Copenhagen Climate Center (UNEP-CCC). GACMO allows countries to perform quick yet accurate assessments of the impact on GHG emissions of a variety of mitigation options. The tool is used to calculate GHG emission reductions resulting from specific mitigation actions and to establish mitigation scenarios based on these actions compared to a business-as-usual (BAU) scenario. GACMO thus helps technical experts and policymakers assess and understand the impact of mitigation actions on GHG emissions. GACMO can also be used to estimate GHG emission reductions achieved through the effective implementation of mitigation options. As such, GACMO can be used to calculate and track the emission reductions achieved over time through mitigation options, for example, in the context of tracking progress in implementing and achieving the NDC. In relation to the third component of the project, “Enhancing the quality of data and information for the NDC through the revision of the NDC reference and mitigation scenarios,” the incumbent will undertake a part-time assignment to carry out the following tasks and responsibilities: a) Participate in the general training provided by UNEP-CCC experts on the GACMO tool. b) Actively participate in and provide support before, during, and after the specialized training for national experts, led by UNEP-CCC experts, on the use of GACMO as a tool for analyzing GHG emission projections, tracking NDC progress, and preparing BTRs. This will include the application of GACMO in Algeria’s energy and industrial (IPPU) sectors. c) Lead the collection of necessary information and data while coordinating discussions with national experts to develop GACMO versions for revising emission projections for 2030 and 2050. This revision will cover both reference and mitigation scenarios within the context of Algeria’s NDC update. The development of these GACMO versions will be carried out with the technical support of UNEP-CCC experts. In this context, the incumbent will be responsible for delivering the following outputs: • D1: A report summarizing the completed training program, including a list of participants (disaggregated by gender) and an evaluation of the training by participants (the evaluation format will be provided to the consultant). • D2: A report presenting the different scenarios analyzed using GACMO and their results. The consultant will collaborate with the ICAT focal point in the Ministry of Environment and Renewable Energies of the People's Democratic Republic of Algeria, who will oversee the work and ensure compliance with the deliverable requirements. Specific tasks and responsibilities Develop a training program for national experts on the use of the Greenhouse Gas Mitigation Cost Model (GACMO) for developing mitigation scenarios and tracking mitigation options in the context of the ndc. • Exchange emails with UNEP-CCC experts to establish a training program on the GACMO tool (including a detailed agenda) tailored to national context needs. • Take into account the considerations of the national ICAT focal point for the training program and validate the training agenda with them. • In coordination with the focal point, identify the national experts who should participate in the GACMO training. • Ensure the participation of identified national experts in the training in coordination with the ICAT focal point. Participate in the general training provided by UNEP-CCC Experts on the GACMO Tool. • Ensure the participation of identified national experts in the GACMO training in coordination with the ICAT focal point • Support the organization/coordination of the training (training conducted via webinar). • Attend the general training to acquire expertise in GACMO. Participate in the specific training provided by UNEP-CCC experts on the GACMO tool: • Ensure the participation of identified national experts in the GACMO training in coordination with the ICAT focal point. • Support the organization/coordination of the training (this part of the training will be conducted in-person). • Attend the specific training to gain expertise in GACMO Lead the collection of information and necessary data and coordinate discussions with national experts for the development of GACMO versions considering the national context and existing national plans/strategies for: a. Revision of emission projections for 2030 and 2050 under reference and mitigation scenarios in the context of the NDC update • Ensure the collection of necessary information and data for developing GACMO versions from relevant experts or national entities. • Exchange emails with UNEP-CCC experts to develop the GACMO versions based on the collected information and data. • Integrate feedback from the ICAT focal point and other national experts into the development of GACMO versions. Develop the following final deliverables based on the above activities: • Deliverable 1a: A report summarizing the implemented training program, including the list of participants (disaggregated by gender) and participants' training evaluation (the evaluation will be provided to the consultant). • Deliverable 1b: A report presenting the different scenarios analyzed using GACMO and their results. The final deliverables will be reviewed and validated by the ICAT focal point and UNEP-CCC. The consultant/individual contractor will report to the National ICAT Focal Point from the Algerian Ministry of Environment and Quality of Life as well as the Climate Advisor within UNEP’s Copenhagen Climate Centre. Qualifications/special skillsThe consultant must hold an advanced university degree (Master's or equivalent), with technical expertise in climate change. a) A minimum of 10 years of proven experience in the field of climate change, particularly in climate policy, legal frameworks, and mitigation actions in Algeria. b) Strong experience in GHG emissions modelling, including the use of forecasting tools such as GACMO, as well as expertise in the preparation and monitoring of NDC mitigation actions. c) Proven experience in climate change mitigation, specifically in the preparation and monitoring of NDC mitigation actions, and work conducted in the development of mitigation actions and their MRV systems for climate change mitigation d) Familiarity with the UNFCCC and IPCC technical guidelines and the Enhanced Transparency Framework (ETF).
