The International Civil Aviation Organization (ICAO) is a UN specialized agency that works with 193 Member States and sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security, and environmental protection.
The Revenue and Product Management Section (RPM) at ICAO Headquarters in Montreal is seeking a Training Market Specialist to support the training analysis activities in the Capacity Development and Implementation Bureau (CDI) by analysing and advising on the business models, pricing strategy, training courses development, and market penetration.
In this role, you will leverage your analytical expertise to assess training market trends, pricing strategies, and business performance to support data-driven decision-making. You will play a key role in enhancing market intelligence, refining product positioning, and informing strategic direction for ICAO’s training portfolio. The ideal candidate brings strong business acumen, a deep understanding of training and education markets, and the ability to communicate insights effectively across cross-functional and international teams.
Market Assessment for new and existing training products, achieving results such as:
Conduct research to monitor market trends, stakeholder needs, and developments in the global training landscape relevant to ICAO. Identify opportunities to expand the reach and relevance of ICAO training through market sizing and stakeholder analysis. Benchmark ICAO’s training offerings against similar providers to highlight strengths, gaps, and areas for improvement. Support portfolio planning by evaluating potential areas for growth, strategic alignment, and evolving sector demands. Contribute insights to inform training product development, positioning, and prioritization within the overall training portfolio. Function 2 (incl. Expected results)Business Cases Development, achieving results such as:
Develop business cases to evaluate new training initiatives, including revised partnership models, focusing on feasibility, sustainability, and impact. Analyse internal and external training data to model cost structures, revenue potential, and return on investment. Present data-driven recommendations to internal stakeholders to support strategic decisions in ICAO’s training portfolio. Function 3 (incl. Expected results)Pricing Analysis and Financial Modelling, achieving results such as:
Conduct detailed pricing analysis of ICAO’s training offerings, evaluating price elasticity, margins, and value perception. Assess historical pricing trends, regional variations, and customer segment behaviours to inform pricing decisions. Support the development of pricing strategies aligned with market dynamics and ICAO’s training value proposition. Create costing models to accurately estimate the costs associated with different training programs. Build financial models to test pricing scenarios and identify opportunities to optimize training revenue and accessibility. Function 4 (incl. Expected results) Provide other related duties, as assigned. QUALIFICATIONS AND EXPERIENCEIt should be noted that this consultancy is to be filled for an initial period of twelve (12) months with a possibility of an extension. This is a full-time position.
Please note that the monthly rate for Band B varies from CAD 5,097 to CAD 8,122.
