Nature of the consultancy: Category B
Under the overall supervision of the IOM Chief of Mission and the direct supervision of the National Programme Officer and Senior Programme Specialist (MBG), the Consultant will conduct four online training sessions for the four groups of the State Migration Service of Ukraine employees (around 400 participants in each group) on Ethical and Trauma-Informed Communication during tentatively November-December 2024 within the EU-funded project “EU Support to Strengthening IBM in Ukraine (EU for Solidarity Lanes and IBM)”.
Project Context and Scope“EU Support to Strengthening IBM in Ukraine (EU for Solidarity Lanes and IBM)” project aims to address urgent and strategic needs of the Ukrainian IBM actors in the context of the ongoing Russian war against Ukraine. One of the specific objectives of the project is to enhance the resilience and business continuity of Ukrainian IBM actors, including the State Migration Service of Ukraine (SMS).
The war in Ukraine poses country-wide challenges for preserving mental health and psychological well-being. Aside from managing the effects of their own personal difficulties in the war, SMS employees working directly with applicants need to be prepared to provide services to people who may have recently gone through physical and psychological abuse, torture or loss of close relatives. As a result, the project aims at organizing and carrying out training activities to improve SMS employees’ capacity to provide services to people affected by the war, with a focus on enhancing their communication skills and raising their psychological resilience.
The goal of the training is to equip SMS employees in the territorial divisions (front-offices) with knowledge and skills in ethical and trauma-informed communication which will support them in their day-to-day activities connected to providing services to the war-affected population.
The objective of this consultancy is to develop the contents of a half-day online training program and conduct four separate sessions of the developed training during November – December 2024 to the four groups of the State Migration Service of Ukraine employees (with around 400 participants in each group).
The video recording of the training along with the course materials will be uploaded to the SMS internal training platform.
Organizational Department / Unit to which the Consultant is contributing Migration and Border Governance (MBG) Programme Unit;3. Prepare the report on the activities during trainings:
to analyze Pre-Post tests reflect overall activity of group of participants of each training.4. Perform such other duties as may be assigned.
Performance indicators for the evaluation of results: Participate in one preparatory meeting with the project team and agree on the training flow/timing. Contents of the half-day training, presentation and content of PRE-POST tests for personnel of State Migration Service are developed and agreed with IOM. Four half-day training sessions are conducted, and reports submitted to IOM.The payment of the Consultant’s fees shall be initiated within 10 days after IOM’s receipt and approval of the outputs outlined above.
Education, Experience and/or skills required
University Degree in Pedagogy, Psychology, Communications or related field, with at least ten years of professional experience in the field; Previous experience in developing and conducting lectures, training courses, seminars; Excellent understanding of ethical and trauma-Informed communication; Excellent written and oral communication skills in Ukrainian; knowledge of English will be an asset; Ability to work independently and as a team member; Self-discipline and the ability to work according to set time limits. Travel requiredTravel is not required.

IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work. IOM does not charge a fee at any stage of its recruitment process (application, interview, processing, training or other fee). IOM does not request any information related to bank accounts.
