    Organizational Setting and Reporting Relationship

    The position of Trade Specialist is assigned to the Regional Cooperation and Integration and Trade Division (CCRC) within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila, Philippines.

    You will report to Director, CCRC and will oversee technical local staff.

    Job Purpose

    As a Trade Specialist, you will provide support to the implementation, monitoring and reporting of the ADB Strategy 2030 Operational Plan for Priority 7: Fostering Regional Cooperation and Integration, 2019-2024 and its midterm review, with a focus on trade. You will play a key role in innovating ADB’s trade-related operations (including trade policy, trade facilitation and trade finance) by exploring nascent sectors/subsectors, promoting private sector participation, and expanding intersubregional cooperation in the area of trade in ADB’s developing member countries (DMCs). The position will lead CCRC’s trade work (particularly trade facilitation) and work with regional departments (RDS) and operational departments (ODs) to (i) strengthen ADB’s upstream knowledge work on trade policy reform and trade facilitation; (ii) contribute to the design of innovative regional trade reform and trade facilitation projects and ensure project quality; and (iii) serve as the focal point for trade facilitation and provide inputs and support to RDs and ODs on regional trade facilitation initiatives.

    You will:

    A. Policies, Strategies, and Frameworks

    • With a major focus on trade, contribute information and analyses toward the development of innovative policies, agreements and approaches to further advance trade facilitation at regional and subregional and country levels within Asia and the Pacific.
    • Conduct research to support trade facilitation work and explore best practices and innovations in regional trade facilitation.
    • Provide comprehensive support to ADB’s upstream engagement and diagnostic work, supporting integration of RCI in country planning processes and development of project pipeline and knowledge plan.
    • Contribute to preparing briefing notes, speeches, and presentations for ADB senior staff and Management on RCI, regional project development and trade facilitation.
    • Support CCRC collaborative work with RDs, ODs, other ADB knowledge departments and development agencies.
    • Participate in and contribute to regional events and activities that have strategic and operational relevance to ADB’s operations on trade facilitation.

      B. Support to ADB Operations

      • Provide technical inputs, specifically on the design of trade facilitation activities, to ODs projects, both sovereign and non-sovereign, and integrating RCI and trade issues in country partnership strategies (CPS), country programming and projects.
      • Ensure quality of RCI cost benefit analysis for RCI project classification by providing guidance, advice, and comments for project teams in the administration of RCI related projects.
      • Participate as a ‘One-ADB’ team member to support ODs and provide guidance on project design, implementation and completion of RCI projects.
      • Support the development and implementation of regional technical assistance projects (TAs) on RCI and trade, and work with RDs and ODs to design and implement pilot initiatives.

        C. Knowledge and Partnerships

        • Contribute to operationally oriented research on regional trade facilitation issues for RCI operations.
        • Contribute to building institutional partnerships on RCI and maintaining knowledge networks with other agencies and organizations (including bilateral and multilateral development agencies) and DMC governments.
        • Liaise and collaborate with relevant external partners for RCI policy dialogue and knowledge sharing, including facilitation of key meetings, workshops, seminars; delivery of joint work activities; and participation in various working groups.
        • Support staff training and briefing sessions in areas relevant to trade facilitation issues.

          Qualifications

          You will need:

        • Master’s degree, or equivalent, in economics, trade or related fields. University degree and at least 5 years specialized experience relevant to the position can be considered.
      • At least 8 years of relevant professional experience in economics, regional cooperation and integration, particularly technical areas of international trade facilitation and project development. International experience working in several countries.
    • Significant expertise within a specific area of ADB's operations (economic, sector or thematic), or breadth across multiple areas with in-depth knowledge within one area.
  • A good understanding of ADB modalities for supporting ADB’s knowledge products and services and investment projects.
Good skills and experience in coordinating and working with interdisciplinary teams of professionals (e.g., technical, social, and environmental safeguards, economic assessments, procurement, etc.). Written and verbal proficiency in English
