THE NUCLEAR ENERGY AGENCY
The Nuclear Energy Agency (NEA) is an intergovernmental agency which operates under the framework of the Organisation for Economic Co‑operation and Development (OECD). It facilitates co-operation among countries with advanced nuclear technology infrastructures to seek excellence in nuclear safety, technology, science, related environmental and economic matters and law. The mission of the NEA is to assist its 34 member countries in maintaining and further developing, through international co‑operation, the scientific, technological and legal bases required for a safe, environmentally sound and economical use of nuclear energy for peaceful purposes. It strives to provide authoritative assessments and to forge common understandings on key issues as input to government decisions on nuclear technology policies.
THE POSITION
The NEA is looking for a dynamic and experienced Office Manager to support the Director-General and the Office of the Director-General (ODG) in implementing the Agency’s Programme of Work. The successful candidate will oversee the overall conduct of work of the Office of the Director-General including management of the agenda of the Director-General, coordinating inputs from across units and divisions at the NEA and assuring the effective planning for and implementation of missions involving the Director-General in coordination with other elements of the Agency. The successful candidate will serve as the coordinator of all NEA assistants in assuring good communications, cooperation, and high quality of work across the NEA and facilitating needed training and professional development. The successful candidate will welcome the challenge of working in a vibrant, fast-paced environment. S/he will work under the direct supervision of the Director-General and in close collaboration with the senior management team.
Main Responsibilities
Strategic support to the Director-General
In co-ordination with senior staff, ensure timely responses to requests from the Director-General and other stakeholders: when necessary produce written inputs (in the form of briefings, presentations, memoranda and reports).Liaise internally with Office of Policy and Coordination and the Office of Resource Management to ensure all internal communication matters related to changes in procedures and processes, and/ or office management are performed in a timely manner.Contribute to the overall planning and organisation of meetings and missions relating to the activities of the Director-General's Office, participating as required; liaise as necessary with the relevant external partners and corresponding colleagues in the Organisation; provide support to senior management in the co-ordination and the implementation of proposed actions as needed.Co-ordinate the Director-General’s office in order to ensure its smooth functioning. Take initiative in following up on matters that do not require the personal attention of the Director-General or senior management.Evaluate and assemble background documentation for daily meetings and decisions.Assist the Director-General in all communications as requested by drafting and editing of memos, reports and notes (in both official languages of the Organisation), drafted by the Director-General.Assist in sensitive, confidential matters related to personnel, including arranging recruitment panels and drafting panel reports.Keep abreast of ongoing activities within the NEA, and in the Organisation in general, ensure the Director-General is duly informed of events, absences and important activities of Heads of Division and follow up on requests from the Director-General with relevant Head of Division and internal staff.In the absence of the Director-General, follow up on urgent and important matters according to established instructions.Office Management and Coordination
Matrix management of all NEA assistants and secretaries, coach and mentor junior staff, including assuring that divisions have appropriate staff support when assistants are unavailable or when large horizontal events are planned by the Agency.Act as the key point of contact for Heads of Division in their requests to the Director-General.Coordinate across the NEA to plan and organize staff meetings and internal events.Responsible for disseminating internal communications from the Director-General or his office.Make proposals to workflow improvements on administrative processes and liaising with NEA assistants to ensure process issues are being proactively resolved.Provide regular reporting to the Director-General on the meeting activities of NEA divisions related to conferences and meetings.Direct management of staff working in the Office of the Director-General.Other duties
Contribute to the planning and preparation of missions of the Director-General and his Office; liaise with the host country’s government, related focal points and local service providers, as required. Contribute to the smooth running of all protocol aspects related to the participation of High-level officials including Ministers and Chief of States.Responsible for supporting the NEA strategic mission planning process. Pre-screening mission requests and presenting reports to the Director-General on NEA mission activities.Ensure the NEA has adequate processes in place to maintain business continuity in the case of unforeseen events.Ideal Candidate Profile
Academic and Professional Background
University degree or equivalent experience in political science, management or administration or related fields. A minimum of three years’ relevant experience in a national or international administration or within government or the public sector.Good knowledge of coordinating and managing activities and processes, preferably acquired through a professional experience, would be an advantage.Good general knowledge of the structure and activities of the Organisation and very good knowledge of the administrative rules and procedures of the Organisation.Experience of leading without direct influence and managing junior staff.Communication and Languages
Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn, the other.Core Competencies
