THE ORGANIZATIONAL SETTING
Under the guidance of the Director of the Capacity Development and Implementation (CDI) Bureau, the Technical Support & Quality Assurance (TSQA) Section is responsible for fulfilling in a timely and efficient manner, the development of technical requirements, terms of reference for project experts, technical inputs for project development and implementation, specifications for goods and services, and tender evaluations.
An additional critical role of TSQA is to provide technical clarifications and ensure technical quality assurance during the implementation phase of projects originating from CDI. This is carried out in strict accordance with ICAO's procurement rules and regulations. Concurrently, the Section assists Member States in aligning with and implementing ICAO Standards and Recommended Practices (SARPs).
Function 5 (incl. Expected results)
Provides operational expertise in aircraft and aviation systems, with a focus on aircraft procurement and MRO achieving results such as:
Advise on operational considerations in aircraft procurement and MRO decision-making, leveraging hands-on expertise as a former pilot. Ensure procurement and maintenance strategies align with operational efficiency, safety, and regulatory compliance. Bridge the gap between technical procurement teams and operational end-users to ensure the selected aircraft and systems meet real-world mission requirements. Manage the end-to-end procurement process for aircraft and aviation-related systems, e.g. flight inspection systems, ensuring alignment with operational and technical requirements. Develop and implement procurement strategies that integrate MRO considerations to optimize aircraft lifecycle costs and reliability. Develop and define technical specifications and operational requirements for aircraft, engines, and aviation systems, ensuring compliance with ICAO and international safety and regulatory standards. Lead and oversee technical evaluations of aircraft and engine procurement bids, ensuring suppliers meet both technical and operational criteria. Provide expert guidance in the technical and operational due diligence of aircraft and engine acquisitions, including lifecycle cost analysis. Define and oversee maintenance requirements for procured aircraft and aviation-related systems, ensuring long-term operational efficiency when required. Review MRO contracts, ensuring they align with industry best practices and regulatory requirements. Conduct or oversee aircraft and engine inspections, factory acceptance tests, and post-delivery audits to ensure operational suitability and compliance.Function 6 (incl. Expected results)

QUALIFICATIONS AND EXPERIENCE Educational background A first-level university degree in engineering, aviation, or a related technical field is required. In lieu of a degree, extensive relevant professional experience in the operation and maintenance of aeronautical systems and equipment may be accepted.Professionalism: Sound knowledge in the acquisition, implementation and operation of technology and infrastructure related to CNS-ATM, aircraft and aviation systems, as well as sound knowledge of ICAO’s standards in expertise.
