    Your team

    Within the Network Management Directorate, the Operations unit manages the support and maintenance of the IT infrastructure and applications, within the agreed service levels. The service addresses areas as application & infrastructure operational support, service desk function, technical H24/7 support, etc.

    Your role

    Your role will be to:

  • Provide specialised technical support to the efficient running of all the NMOC systems (operational and non-operational) and to the overall incident handling process and its reporting, in both the main site and the NM contingency sites.
  • Provide technical on-site support H24/D7 of all operational product lines, systems, and applications, including inter alia the H24/D7 technical Help Desk.
  • Act as TEC front line contact to operational teams in crisis situations and execute the appropriate recovery and contingency procedures to solve technical issues.
  • Review and maintain user documentation, procedures, etc. and provide training when required.
  • Collaborate with relevant internal teams and external stakeholders for technical incidents or change requests. Assist with the drafting and review of technical documentation and execute tests in support to produce/maintain System Operation Procedures (SOP).
  • Participate in activities required for ensuring business continuity and evolutions of digital applications including projects and shift roster management.
  • Oversee the activities of the Multi-Systems Assistants (MSA) and of external providers and perform MSA’s duties as required.
  • Develop knowledge and skills in field of expertise under the guidance of more senior staff.
  • Carry out any other task in line with the main purpose of the job.

    Required qualifications, experience & competencies

  • Post secondary education in a relevant domain (e.g. Computer Science, Engineering, IT, etc) or secondary education giving access to post-secondary education and relevant experience of 3 years. A Bachelor degree in a relevant domain, e.g. Computer Science, Engineering, or related field would be considered an advantage.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Technical Expertise to be formalized by CECAS/ATSEP certification (both Shift Leader and MSA certification is required) within 9 months after recruitment.
  • This job is subject to an (internal) certification of competency (CECAS).
  • A minimum of 5 years of relevant professional experience, including at least 2 years’ experience in working in shift (H24/D7).
Experience in incident and problem management (e.g. customer helpdesk function). Experience in UNIX/Windows platforms and communication networks. Understanding of Network Manager services and systems architecture. Knowledge or understanding of Air Traffic management ecosystems, in particular the notions of Flight and Flow management. Problem solving: you anticipate and solve business issues. Decision making: you are able to take decisions in a routine context. Analytical thinking: you analyse information and identify relationships. Communication: you are able to foster two-way communication. Customer focus: you know how to respond effectively to customer enquiries. Stress resistant. Ability to work in a multinational and multicultural environment. Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach. The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become basic users of French at level A1/A2 before the end of the probation period.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The selected candidate will be offered a contract for a duration of five (5) years in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract. The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post. Internal candidates
If selected, the person will keep their current type of appointment duration (undetermined or determined).
The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. For this particular competition, recruitment will be made at level AST5. However, following an agreement with the Social Partners, a proposal will be submitted to the Member States for modifications to the Staff Regulations. This proposal aims to classify all staff working in shift patterns and providing Level 1 technical support in the Technology Division under the FCO function group within the Network Management Directorate (NMD) Operational Staff Service. Subject to the approval of this proposal, staff members recruited into this position as AST 4-6 will be retroactively appointed to an FCO 5-7 post for an undetermined duration, effective from their initial appointment date. The responsibilities of the FCO post will align with those of the originally advertised AST post, though the classification and applicable employment conditions will follow the FCO framework. Until the proposal is approved, staff members recruited into this position as AST 4-6 will receive allowances determined based on the specific work patterns and function of the advertised position. Internal candidates assigned to the FCO function group, if selected, will continue to receive allowances in line with the applicable rules for the advertised position and work patterns. By applying to this position, candidates acknowledge and accept that, upon selection and approval of the proposed modifications to the Staff Regulations, their appointment shall be retro-actively converted to an FCO 5-7 post, effective from their initial appointment date. This conversion shall occur pursuant to Article 7(2) of the Staff Regulations. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles.
