The Division of Data, Analytics and Delivery for Impact supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in Member States. Its goal is to build capacity in member states to monitor the health of their populations and the impact of health interventions and to promote evidence informed policy decisions. The monitoring of WHO's Global Programme of Work 13 2019-2023 (GPW 13) Impact Framework is also a key function. The Department of Data and Analytics is responsible for monitoring progress on the GPW 13, strengthening country health information, data generation and evidence creation in collaboration with partners and addresses critical data gaps for priority health topics. It also serves as Division focal point for collaboration with other departments with regard to primary data generation efforts and analysis. It undertakes analysis of health trends and determinants.

DESCRIPTION OF DUTIES

Under the overall guidance of the Survey Lead, the incumbent will perform the following tasks:

  • Develop requirements and provide direct ongoing support to the unit for data and metadata collection.
  • Design and build integrated digital applications for all data collection activities of the unit using a platform that supports longitudinal data collection, that incorporates best in class innovative features, supports recent open standards, be compatible with common country health information systems, be capable of delivering surveys in multiple modes, be associated with technical support mechanisms, and support agile development methodologies
  • Support the SCH unit with set up and development of data stores for DDI technical activities including data harmonization, validation and cleaning.
  • Support the SCH unit develop data models for streamlining member state information requests.
  • Build technical expertise with WHO enterprise data management systems and database technologies and support data managers in technical units and regions.
  • Collaborate with technical units and regions to understand data sharing needs; recommend and execute new initiatives and processes to support.
  • Build and maintain external relationships with other UN agencies to identify best practices and areas of opportunity to streamline or collaborate on data management.
  • Support special projects related to all above duties.
  • Perform other duties as required by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in computer science or information technology.

Desirable: An advanced university degree in computer science or information technology.

Experience

Essential: At least five years hands-on experience in the design and building of applications for data collection; experience developing or utilizing professional ETL tools for data integration; experience evaluating and improving dataset structures for database performance; experience with data cleaning, editing and collating; experience advising and supporting data owners with data integration, analysis or other data preparation needs; experience with utilizing, monitoring and maintaining data standards; At least 2 years' experience at the international level.

Desirable: Demonstrated experience in data analysis in scientific research or R&D settings; familiarity with WHO policies, strategies and activities related to data dissemination and data standards; experience within WHO or another UN international organization; experience as a data engineer working with Microsoft Azure products; experience with Microsoft PowerBI, Tableau, and ArcGIS visualization products.

Skills

Excellent IT knowledge and skills

in particular, excellent systems analysis and system design skills. Strong technical knowledge in object-oriented software development and databases. Experience in survey management and computer assisted personal interviewing tools to design and manage computer assisted surveys.Proven skills in database administration, data integration, and data analysis. Excellent knowledge of STATA and other statistical applications such as SPSS, SAS or R. Expertise working in both SQL and NoSQL database environments. Ability to work in a flexible manner under pressure to meet deadlines. Ability to work in a collaborative manner. Good communication skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4467 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
