    Introduction

    Better Factories Cambodia programme’s vision is to witness improved lives of workers, their families, communities and competitiveness in the Cambodian garment, footwear and travel goods sector. The programme started operating in Cambodia in 2001 and is a partnership between the International Labour Organization and the International Finance Corporation. As part of the Better Work flagship programme, BFC engages with workers, employers and the Royal Government of Cambodia to achieve improved health and wellbeing of garment workers with knock-on effect on workers' families’ welfare, while at the same time strengthening the national industry via increased productivity in garment factories. With a current coverage of over 650 factories and 650,000 workers, BFC collaborates closely with the industry stakeholders at multiple levels of the supply chain to create sustainable and practical solutions for all. In doing so, the programme aims to improve labour standards in global supply chains and ensuring that workers' rights and entitlements are protected to help distribute the benefits of trade.

    BFC supports enterprises in implementing the ILO core international labour standards and Cambodian labour law; the programme has three factory level services: a) Independent annual assessments of factories; b) enterprise advisory focusing on establishing worker-management committees (social dialogue) and supporting improvements in factories; and c) training services designed to support practical improvements in the factory.

    For the programme’s next strategic phase (2023-2027), BFC and its constituents will work towards a sector with strong labour institutions and labour market governance, strong and skilled local factory management and technical specialists, with focus on sustainably improving the persistent non-compliances on occupational safety and health (OSH) and human resources (HR) systems, rigorous application of international labour standards, and towards increased gender equality in the sector.

    Reporting lines

    The Technical Officer reports to Better Factories Cambodia Programme Manager.

    Main duties and responsibilities:

    Strategy Implementation

    1. Contribute as a key member of the Better Factories Cambodia (BFC) management team, influencing both operational and strategic decisions that shape the program’s direction. This includes participating in hiring and HR decisions, budgeting, service development, strategic sustainability planning, and setting programmatic targets. Additionally, oversee staff management as necessary.
    2. Support team leaders in executing agile and sustainable factory services, including assessments, advisory, training, and quality assurance systems, to ensure the high-quality delivery of BFC services. Collaborate with team leaders and the Better Work global team to make necessary adjustments to programmatic services.
    3. Coordinate the implementation of BFC’s gender strategy, overseeing staff development on gender issues, and managing relationships with partners involved in gender-specific projects and initiatives.
    4. Assist team leaders in developing, enhancing, and managing relationships with factories, manufacturers, and buyers through regular forums and meetings, and address ongoing inquiries.
    5. Facilitate capacity development and learning among staff to take on greater roles in developing and implementing sustainable factory-level services, providing oversight and coaching as needed.
    6. Support research and data analysis on BFC factory level services, stakeholder engagement, and other sector-related issues and trends as required.

      Management responsibilities

      7. Assist the Better Factories Cambodia Programme Manager in maintaining ongoing communication with national and international stakeholders, including factory and buyer representatives. This involves responding to meeting requests and proactively engaging project stakeholders to provide updates and gather necessary information.

      8. Represent the Programme at national, regional, and international meetings and events under the guidance of the BFC Programme Manager, and act as Officer in Charge when needed.

      9. Oversee and coordinate activities related to external partnerships and implementation agreements, including initiatives focused on digital wages and transportation safety for workers.

      Programming and reporting

      10. Coordinate and ensure the timely completion of all reports, including the development of the programme’s annual report, technical progress reports, and donor funding proposals.

      11. Assist the Monitoring and Evaluation (M&E) Officer in the development and oversight of M&E frameworks for BFC’s strategy and special projects. Ensure comprehensive coordination of program evaluations.

      Communications

      12. Oversee communications activities, including both for internal and external audiences. Responsibilities will include supervising the communication officer and overseeing the implementation of BFC communications strategy, including use of technology in worker outreach programmes, and campaigns to increase knowledge sharing among the industry partners.

      Qualifications requirements:

      Education

      Recognised advanced university degree (Master’s or equivalent) in international development, human resource management, adult education, law or other relevant fields, or a first-level university degree (Bachelor’s or equivalent) in a relevant field with an additional two years of relevant experience will be accepted in lieu of an advanced university degree

      Experience

      • At least five years of professional experience in capacity building in the private sector in developing countries, social dialogue, corporate social responsibility (particularly in the field of labour standards compliance and remediation), or other relevant field, including at the international level;
      • Experience in industrial relations and building social dialogue between management and unions/worker representatives at the workplace level;
      • Prior experience liaising and networking with a range of stakeholders, including staff, donors, buyers, government officials, management, unions and NGOs;
      • Prior experience in Cambodia is an advantage.

        Languages

        Excellent command of English is required. A working knowledge of Khmer and/or another language spoken by employees in the export apparel industry would be an advantage.

        Competencies

        • Excellent knowledge of international labour standards, national labour laws and regulations in Cambodia, including a good understanding of common issues of noncompliance in the Cambodian apparel industry;
        • Understanding of enterprise level human resource, production, and quality systems especially as they exist in practice in the apparel sector in Cambodia;
        • Good understanding of adult learning principles and prior experience in developing and implementing learning/capacity development for government, unions, employers/factories as well as international buyers and manufacturers;
        • Good understanding of responsible business conduct and human rights due diligence, labour compliance issues in global supply chains in general and more specifically in the apparel sector in Cambodia;
        • Ability to contribute to the formulation, administration and evaluation of projects, including the ability to identify and analyse problems with project implementation and to mainstream solutions;

          • Capacity to manage, and to build effective teamwork, to achieve agreed outcomes including coordinating the work of others;
          • High level communications skills, both oral and written;
          • Excellent analytical skills, and ability to understand global trends and anticipate how these may need to be addressed within the Cambodian context;
          • Commitment to gender equality and knowledge of gender transformative principles and approaches;
          • Good knowledge and understanding of concepts of behavioral change, particularly in applying the approaches in developing training programmes, and facilitating meetings, trainings, workshop or seminars;
          • High standards of integrity, professionalism, personal discipline and impartiality.
          • Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
