Technical and vocational education and training (TVET) helps youth and adults develop the abilities, knowledge, values and attitudes they need to find decent work and contribute to building a peaceful, healthy, just and sustainable world. Worldwide 267 million young people aged 15-24 are still not in any form of employment, education or training. TVET contributes to the targets of Sustainable Development Goal 4 (SDG4) to 'ensure inclusive and equitable quality education and promote lifelong learning opportunities for all’ and those of SDG8 for 'decent work and economic growth'. With its Strategy for Technical and Vocational Education and Training 2022-2029, UNESCO aims to promote skills development for empowerment and employability, and facilitating the transition to digital and green economies and sustainable societies.
In line with this, the UNESCO Regional Office for South Asia is implementing the 2025-2029 UNESCO South Asia Regional Support Strategy to strengthen TVET systems and capacities of leaders and trainers to deliver digital skills and other programmes to respond to labour market demands.
UNESCO is seeking a National Consultant in India on TVET to deliver on two areas of work: (1) design and deliver, with Global Skills Academy partners, online trainings on AI and digital tools for vocational education master trainers and teachers in schools, and (2) coordinate, document and support the organization of a TVET knowledge exchange journey by a South Sudan delegation to Delhi, India.
UNESCO is seeking a National Consultant in India on TVET to deliver on two areas of work: (1) design and deliver, with Global Skills Academy partners, online trainings on AI and digital tools for vocational education master trainers and teachers in schools, and (2) coordinate, document and support the organization of a TVET knowledge exchange journey by a South Sudan delegation to Delhi, India.
The national consultant will work under the direct supervision of the Programme Specialist (Education), overall supervision of the Chief of Education, and with the implementing partner organization(s) and government officials to ensure the successful implementation of the activities.
SCOPE OF WORK
The contract is expected to cover approximately 40 working days, from 1 October 2025 to 31 December 2025. These dates are provided for planning purposes and are indicative. All timelines mentioned below are likewise indicative, and every effort will be made to adhere to them.
DUTIES AND RESPONSIBILITIES:
Under the overall authority of the Director, UNESCO South Asia Regional Office and the direct supervision of the Programme Specialist and Chief, Education sector, the consultant will:
Design, develop and co-facilitate 6 online trainings on AI and digital tools of approximately one-hour duration for vocational education master trainers and teachers with Global Skills Academy partner from October to December on a biweekly basis: Coordinate with Global Skills Academy partners and government officials of the target institutions to organize the online trainings theme, structure, content and delivery. Liaise, engage and discuss through online email, video and chat apps with the master trainers and teachers to ensure continuous engagement with the training material and use. Coordinate and analyze pre-training and post-training feedback for integration into the training reports. Submit training reports for each completed training.2. South Sudan 10 days knowledge exchange journey in Delhi in November 2025:
Plan and manage with UNESCO and the India host institution logistical aspects before and during the visit including travel arrangements, accommodation, local transport, and scheduling. Support coordination between the South Sudan delegation, Indian host institutions, relevant government departments, training providers, and industry partners. Prepare briefing materials and background notes for the officials prior to meetings and visits. Document key learnings, discussions, and outcomes from the exchange, and produce a comprehensive post-exchange report with recommendations for applying lessons learned in South Sudan’s context.
3. Communications:
Develop one impact story on the knowledge exchange deliverable item 2, in collaboration with the UNESCO Communications and Public Engagement, to showcase on the UNESCO website and social media channels.4. Any other tasks assigned by Director, UNESCO South Asia Regional Office, the Chief of Education Sector or the Programme Specialist (Education).
DELIVERABLES:
Training reports for each completed training by 3 December 2025. Report on South South Cooperation knowledge exchange process, including one impact story, by 10 December 2025.Only Indian nationals can apply.
Education
Advanced university degree (master’s and above) in education, TVET, skills development or a related fields.Experience
At least 7 years of progressive experience in design, implementation and assessment of training of trainers/teachers in vocational education and teaching vocational education. Proven experience with training teachers and educators on the use of digital and AI tools for education. Experience with government-to-government engagement and skills development policy research. The applicant must have excellent oral communication and writing skills in English and working knowledge of Hindi.SKILLS AND COMPETENCIES
Strong analytical and conceptual thinking. Excellent writing, communication and presentation skills with stakeholders. Ability to work under pressure and commitment to work to tight timeframe. Flexibility and adaptability to diverse contexts across culture, gender, religion, and race. Ability to summarize and provide concise and comprehensible feedback. An up-to-date curriculum vitae stating details of educational qualifications and working experience, telephone number, email address and two (2) references. A technical proposal (not more than 3 pages) presenting a (i) Description of the expected steps that will be followed to undertake the work and (ii) Proposal of detailed workplan, including milestones for key deliverables. A financial proposal should present a breakdown of (i) fees, (ii) travel costs (iii) logistics and (iv) the total cost in INR of the assignment, expressed as an overall lump sum. Two (2) examples of previous work related to the Terms of Reference.
Proposals will be determined based on the best value for money approach. The weighted model takes account of two components:
An assessment exercise may be used in the evaluation of candidates.

The contractor will be responsible for arranging their own logistics: office space, administrative and secretarial support, team members, telecommunications, travel arrangement, printing of documentation, etc.
The contractor must ensure that sources are properly cited by using the Harvard referencing style, following international academic standards and making sure that no copyrights are violated. Please refer to the UNESCO Style Manual for citation style, terminology and spelling, abbreviations, references, etc.
UNESCO will provide feedback throughout the process, in particular there will be feedback and revisions that are expected to be incorporated for all deliverables. The contractor and UNESCO will hold regular meetings to discuss progress and next steps.
The technical assets produced will be the property of UNESCO.
