SCL/LMK is seeking to hire a consultant to fulfill the following objectives: (a) Organize and systematize documentation related to the exchange of experiences between countries to support countries in strengthening their strategies and policies to respond to the effects of climate change in labor markets within a just transition framework; (b) Facilitate coordination with IDB specialists and other internal/external stakeholders; (c) Coordinate the provision of technical assistance through video conferences, expert visits, and regional workshops or courses; (d) Support the preparation of studies, reports, and presentations on the challenges in responding to challenges and take advantage of the opportunities brought by climate change within a just transition framework faced by labor markets and social security institutions in Latin America and the Caribbean (LAC). Additionally, assist in the planning and execution of events or workshops related to these topics; (e) Assist in the implementation of surveys and studies aimed at creating publications on labor markets and just transition at both regional and global levels.

About this position:

What you’ll do:

The consultant's responsibilities will encompass, but are not restricted to, the following:

  • Offer specialized guidance and help labor market specialists in the regional platform to identify their needs and promote dialogue on green jobs.
  • Provide technical assistance for developing studies, reports, and presentations on labor market topics, specifically employment access, skills development, and job creation.
  • Collect and analyze inputs from different bibliography and from the LMK team colleagues to prepare presentations related to green jobs, just transition issues and others.
  • Track the progress of integration of labor market policies and climate change policies in Latin America and the Caribbean and advise LMK team members on trends and best practices identified.
  • Organize events and/or workshops on labor market topics in the areas of employment access, skills development, and job creation concerning climate change mitigation and adaptation.
  • Receive, review, and systematize technical assistance reports.
  • Coordinate activities with the SCL/LMK specialists who supervise the provided consultations.
  • Support the development of a knowledge, communications, and dissemination strategy to capture and share lessons learned from technical assistance, events, and pilot projects so that they can be replicated on a broader scale.

    In case of development of a regional platform that might be created to offer technical assistance to strategically plan, adapt, implement, and finance countries’ policies to respond to labor market challenges brought by climate change, these activities would be required:

  • Support the monitoring of technical assistance and prepare progress reports on the operational and financial execution of the regional platform.
  • Actively participate in the technical assistance provided upon request by members of the regional platform.

    What you'll need:

  • Education: Master’s degree or above in economics, business administration, Social Sciences, or a similar discipline, or other fields relevant to the responsibilities of the role.
  • Experience: At least 5 years of experience in development projects, research, and analysis, preferably in the Latin America and Caribbean region. Experience working in international organizations or other institutions like the Inter-American Development Bank would be preferred
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

    Requirements:

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
