Project Description:

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control. The project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 targets and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In Botswana, EpiC is implementing an HIV service delivery project among key and priority populations, AGYW and OVC which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals in several districts (Greater Gaborone, Francistown, Ngamiland, Chobe, Selibe-Phikwe, Palapye/Serowe, Boteti, Kweneng East, and South East). To achieve this goal, the program supports targeted prevention and case finding strategies at community level amongst the targeted populations. FHI 360 is seeking applications for the position of Strategic Information (SI) Advisor for the EpiC project in Botswana.

Job Summary:

The SI Advisor will lead monitoring and evaluation for the HIV project, under the oversight of the Project Director. The position serves as the technical expert responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. The SI Advisor will help enhance or develop systems across sites to monitor service delivery, demand creation activities and performance in real-time in order to plan HIV services and demand creation more effectively and to meet reporting requirements.

Accountabilities:

  • Provide technical leadership in design, development, planning, implementation, and capacity building for staff and partners in data collection, analysis, visualization, dissemination, and use of data from different sources.

  • Provide oversight for development of performance monitoring plans and tools and development of systems for data collection, collation, analysis, and use to influence the design and scope of the project and interpret and demonstrate impact and program accountability and progress.

  • Oversee a team of monitoring, evaluation and learning staff for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members.

  • Responsible for accomplishing assigned tasks following the standards and practices of FHI360 and/or PEPFAR indicators/requirements.

  • Oversee compilation of M&E data for inclusion in monthly High Frequency Reporting (HFR), quarterly reports and other ad hoc reporting requests and ensures reporting is aligned with donor and EpiC program requirements.

  • Develops systems for high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.

  • Ensures that the project is aligned and reports to the national Health Management Information Systems (HMIS) and promote data use among stakeholders for learning and policy development and programming.

  • Maximizes data visualization through the designing and programming of a DHIS-2 dashboard to promote data use among project implementing partners.

  • Develop and support continuous quality improvement systems across program sites to ensure ongoing program improvement and reaching of targets.

  • Ensure all program data is tracked, verified and supporting documentation is maintained and reported to USAID/PEPFAR in DATIM and in EpiC reporting system INFOLINK.

  • Lead efforts to strengthen monitoring and evaluation, and performance reporting within the targeted geographic area, which may include working with program stakeholders and partners to monitor, document and analyze the performance of their HIV services and activities and ensure data quality.

  • Liaise with relevant technical advisors and counterparts responsible for district and provincial level strategic information and monitoring and evaluation and support coordination on the national level.

  • Perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info, Power BI; and/or other related software.

  • Perform complex data analyses and data deep dives and make recommendations based on findings.

  • Strong understanding and use of DHIS2 system to manage the tracker program.

  • Portray complex data sets in easy-to-understand formats including visualizations.

  • Maintain constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners in Botswana.

  • Develop and maintain collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other organizations.

  • Lead and participate in the reviews and/or writing of success stories, abstracts, manuscripts and pee reviewed publications, operations research, impact evaluations, special studies/surveys and other technical reports and ensures their accuracy and appropriateness.

  • Performs other duties as assigned.

            Education:

            • Master’s Degree or its International equivalent in public health, epidemiology, monitoring & evaluation, demography, biostatistics, statistics, analytics or other relevant discipline.

              Experience:

              • Minimum eight (8) years working on designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of programs funded by PEPFAR.

              • Experience working on M&E of key population programs is preferable.

              • Demonstrated expertise in data analysis, managing online databases to ensure easy access to data and data reports.

              • Previous experience working with USAID or PEPFAR supported program.

              • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info, Power BI; and/or other related software.

              • Strong understanding and use of DHIS2 system to manage the Tracker program.

              • Demonstrated ability to perform complex data analyses and make recommendations based on findings.

              • Demonstrated working knowledge of Botswana’s health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting.

              • Previous experience building capacity for generation and use of strategic information.

              • Documented experience providing technical assistance, capacity building and business development in the specific technical domain.

              • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

              • International or Domestic (US) Program Development or Program management preferred.
