What You'll DoRTI is seeking Team Leader candidates for two DFAT program opportunities in Timor-Leste, one of which will focus on private sector development and the other on human development (health, education and disability). The Team Leader will provide strategic leadership and management of the program, ensuring annual program objectives are met. The Team Leader will be responsible for all program planning, performance management, and quality of implementation, ensuring all program targets and objectives are met, compliant, and within budget. This position will provide leadership for a large team of national and international technical and administrative staff. The Team Leader will also communicate and coordinate with DFAT, the Contractor Representative, The Government of Timor-Leste (GoTL) stakeholders, local organizations, academic institutions and private sector. Position is contingent upon award and funding. Your primary responsibilities will include but not be limited to: Serve as the primary point of contact with DFAT with regard to day-to-day implementation and contract management. Serve as main liaison with DFAT and RTI headquarters on technical, program implementation, and reporting requirements. Provide overall program strategic leadership and guide work planning and technical activity implementation to meet objectives in line with local priorities and DFAT/Timor-Leste directives. Engage as directed with key stakeholders, including national ministries, municipal governments, civil society organizations and community-based organizations, and academic institutions and/or private sector. Provide overall quality review, feedback, and mentoring of personnel so that they are motivated, focused, and positioned to deliver high-quality outcomes; promote a positive and productive team environment. Hold primary responsibility for all technical aspects of program performance as well as the effective, efficient, and timely implementation of all activities including management of staff and consultants, oversight of work plans, risk management, and program financial management. Ensure all program deliverables exceed expectations and are managed within budget. What You'll NeedBachelor's Degree and 18 years of experience, master's degree and 14 years of experience, PhD and 8 years of experience, or equivalent combination of education and experience. A minimum of 10 years of senior-level program management experience implementing donor-funded activities. Extensive knowledge and experience in one or more of the following technical areas: health, education, disability rights, private sector development, agribusiness, tourism, blue economy, renewable energy, infrastructure investment, or related fields. Experience with, and proven ability to form collaborative relationships with intergovernmental, government representatives, and other stakeholders. A minimum of 5 years of team supervisory experience in a leadership role, including demonstrated ability to motivate and lead a dynamic team of professionals. Professional experience working in Southeast Asia; Timor-Leste experience preferred. Previous DFAT program leadership experience is strongly preferred. Excellent written and verbal communications skills Knowledge and / or experience of applying GEDSI and safeguards. Fluency in English required; proficiency in Portuguese or Tetum preferred
