Org. Setting and ReportingThis position is located in the Programme Office in Ukraine (POUKR), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will be under the overall supervision of the Head of the UNODC Programme Office in Kyiv and the direct supervision of the Crime Prevention and Criminal Justice Officer in the Cyber Crime Global Programme based in Kyiv. ResponsibilitiesThe incumbent will be responsible for the following key functions, within the assigned authority: • Provide general office support services to help ensure the smooth functioning of the office. • Contribute to day-to-day programme implementation and ensure conformity to expected results and programme work plans of the cybercrime programme. • Provide support in planning and implementation of activities/financial, procurement and administrative processes within the Programme Office in Ukraine and related activities. • Support the coordination of work with the national counterparts from the public sector, private sector and academic institutions to facilitate the development, implementation and evaluation of the Cybercrime Programme. • Maintain specific aspects of programme development and implementation; review relevant documents and reports; assist in identifying problems and issues to be addressed and in recommending corrective actions; liaise with relevant parties; identify and track follow-up actions. • Assist in performing various assignments, in collaboration with the national counterparts, by supporting the planning and facilitation of workshops, trainings, peer-to-peer exchanges, etc. • Proofread various written outputs, e.g. draft background papers, sections of reports and studies, and inputs to publications for completeness and grammatical and typographical accuracy.,. • Perform a variety of administrative duties, by liaising with various organizational units to initiate requests, process and follow up on administrative actions, e.g. recruitment and appointment of personnel, including hiring of consultants, travel arrangements, training/study tours, authorization of payments, and procurement of equipment and services. • Assist in maintaining the contractor’s reports against the goods and services provided versus approved, proceeding with payments of the invoices and monitoring the payments. • Compile basic data from a variety of sources (including the in-house SAP database, UMOJA), summarizing and presenting conclusions for review by the responsible programme officers. • Draft a variety of correspondence and other communications for signature/approval related to all aspects of programme implementation. • Ensure compliance with procedures frameworks, including by learning and applying the United Nations’ (UN) rules, regulations, policies and strategies, and the internal standard operating procedures. • Assist in the preparation and analysis of programme/programme budget proposals. • Maintain files and databases of the programme; categorize, update and track data related to programmes/projects, e.g. accounting records, outputs, resources utilized etc.; assist in carrying out periodic status reviews, in identifying issues and in initiating requisite follow-up actions; assist with the preparation of revised budget estimates and reports; support the initiation of financial authorizations as necessary. • Maintain calendar/schedules; monitor changes and communicate relevant information to appropriate staff inside and outside the immediate work unit. • Arrange preparatory meetings with relevant offices and delegations regarding procedural and organizational arrangements for the sessions of assigned meetings/conferences. • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assist with visualizations and updating information material such as web pages or brochures. • Perform other work-related duties as assigned. Work ExperienceA minimum of two (2) years of work experience in general office support, administration, programme or operations support service or a related field is required. The minimum number of years of experience is reduced to zero (0) for candidates who possess a first-level university degree or higher. Work experience in contract administration, recruitment, financial management, procurement or budget monitoring is desirable. Work experience in the United Nations system or in a similar international or agency is desirable. Experience with SAP-based applications is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Ukrainian is desirable.
