The Western and Central Africa Region Context:

The West and Central Africa Region serves twenty-two countries across diverse income groups, of which nineteen are active IBRD/IDA borrowers (Benin, Burkina Faso, Cabo Verde, Cameroon, Central African Republic, Chad, Côte d’Ivoire, Equatorial Guinea, Gabon, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, and Senegal), with a portfolio of about 330 projects and total commitments of approximately $42 billion. Three countries (São Tomé and Príncipe, Sierra Leone, and Togo) also benefit from the Region’s non-lending services, including technical assistance and advisory work, often on a reimbursable basis. Country and Unit Context:

The Cabo Verde Joint Office Representation brings together the World Bank, the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA) under a unified country presence, ensuring coordinated engagement with the Government of Cabo Verde, development partners, and the private sector. The Joint Office operates as an integrated platform to deliver the World Bank Group’s full range of financial, advisory, and risk mitigation services, supporting the country’s development priorities in areas such as sustainable tourism, renewable energy, human capital development, and climate resilience. The Office reports directly to the Country Management Unity for the West Africa Region (AFW) in Dakar, Senegal, enabling strategic alignment with regional priorities and facilitating knowledge sharing across the subregion. By combining the strengths of IBRD/IDA lending, IFC’s private sector investment expertise, and MIGA’s political risk insurance, the Cabo Verde Joint Office enhances the World Bank Group’s ability to foster inclusive growth, strengthen resilience, and expand economic opportunities in the country.

The World Bank, a leading multilateral institution in global economic development, is looking for a highly organized and motivated Team Assistant to provide administrative, logistical, and operational support to the World Bank Cabo Verde Country Office. The ideal candidate can operate effectively in a demanding and fast-paced environment. They will report to the Resident Representative.  

Duties & Responsibility: 

The Team Assistant is an integral part of the Cabo Verde Country Office Administrative and Client Support (ACS) team. S/he will provide Administrative and client support to the Operational Staff. The job implies frequent interaction with other institutional units, staff in other locations (locally and internationally), government officials, consultants, and external organizations.

The main functions include but are not limited to:

Operational and administrative support:

• Provide support for the preparation and implementation of World Bank Group projects and activities according to Bank procedures.
• Use desktop processing skills to produce complex reports, presentations, and charts/graphs according to Bank format and distribution.
• Collect and input data provided by Task Team Leaders (TTLs) into the central database, including processing new project status reports.
• Draft routine correspondence (standard letters, memos) conforming to the Organization’s regional standards, using proper grammar, punctuation and style and proofread materials.
• Draft minutes of meetings and help in editing large documents.
• Assist team or work unit by translating/drafting a variety of routine documents, applying effective proofreading and grammar skills in English and Portuguese.
• Strategically manage the Head of office agenda by prioritizing tasks, anticipating and resolving scheduling conflicts and balancing competing demands.
• Review and ensure the quality, accuracy, and completeness of documents requiring approval or signature, upholding organizational standards and compliance requirements.
• Serve as a key liaison with government entities, coordinating the timely and secure transmission of official correspondence and fostering effective communication channels.

Information Management and Client interaction:

• Maintain current distribution lists, phone/address lists of project/product contacts, and distribute documents for the team.
• Maintain up-to-date work unit projects and other files (both paper and electronic).
Time management & Logistic planning
• Arrange working schedule and meeting with counterparts for the visiting teams.
• Co-ordinate time management and schedules, taking current and future priorities into account, anticipate and monitor changes, and communicate the information to the appropriate staff, inside and outside the immediate work unknit, including officials outside the Bank Group, track and report on appropriate aspects of the Team’s operational activities.
• Track assigned tasks/project steps/ timetables using modern office management technologies, coordinate with relevant staff, help and/or information on project-related matters.
• Solve non-routine problems creatively and resourcefully and assist in preparation and logistical planning for various events, e.g., conferences, workshops, high level meetings.  

Other duties:

• Serve as a back-up to other staff and Team Assistants on project and administrative tasks.
• Occasionally perform Analytical tasks as may be requested by the Team Leader
• Perform other tasks as requested by the Supervisor.

Selection Criteria

Attention: Only applicants who are nationals, legal residents, or otherwise have legal presence in the duty station, independent of any employer, and who are authorized to work in the duty station, will be considered.

• Minimum bachelor’s degree and at least 2 years of relevant experience.
• Excellent communication skills in written and spoken English and Portuguese. 
• Advanced computer skills and full proficiency in the use of relevant software applications (Excel, Power Point, Word).
Competencies:
• Good organizational, problem-solving, analytical skills and ability to work competently with minimal supervision. Demonstrate attention to detail and quality. Has ability to manage multiple tasks and complete tasks within agreed schedule. 
• Attitude / Adaptability - Demonstrate flexibility and is receptive to the implementation of new solutions. Is willing to stretch own capability. Demonstrate motivation to avail and adapt oneself to effecting change. 
• Client Orientation - Exhibit good communication skills, positive and professional client service attitude; is able to understand clients’ needs and complete them with high level of professionalism. 
• Learning, knowledge sharing and communication - Good English language skills (verbal and written) Able to write clearly, edit and proofread draft communications. Able to learn and share knowledge/information across the unit.  
• Business judgment and analytical decision making - Able to manage information and support retention and disposition of information and records. Can search, report, and deliver basic information from various sources and independently respond to basic inquiries. 
• Drive for Results - Able to take personal ownership and accountability to meet deadlines and achieve agreed-upon results and has the personal organization to do so. 
• Teamwork (Collaboration) and Inclusion - Collaborate with other team members and contribute efficiently to teams’ work and output, demonstrating respect and flexibility for different points of view.
• Familiarity with the World Bank operational work and projects is desirable.
