Europe and Central Asia (ECA) Region:The Europe and Central Asia (ECA) region comprises 30 extremely diverse, predominantly middle-income countries, with a population of nearly 500 million people. ECA countries face structural and legacy issues, including an incomplete transition to a market economy and declining productivity, weak institutional capacity, dependence on fossil fuels, limited physical and digital connectivity and, in many instances, aging populations. Recent shocks (COVID-19, Russia’s invasion of Ukraine, weather shocks and natural disaster) have further exacerbated these challenges, with significant impacts on the level, inclusiveness and sustainability of growth and overall living standards.   The World Bank Group is working closely with client countries in the region to address these issues, with increasing focus on productivity growth and job creation, energy security and water management, human capital and economic inclusion, and physical and digital connectivity. The region has a strong lending pipeline and a large portfolio of projects spanning a number of sectors. Unit Context: Country Management Unit (CMU) ContextThe Astana Office is part of the five-country Central Asia Country Unit (ECCCA) comprising a diverse set of countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The World Bank partnership with Kazakhstan has been over the last 15 years a combination of analytical activities funded by the government under Reimbursable Advisory Service (RAS) arrangements (the Joint Economic Research Program) and lending engagements covering the key sectors required to overcome the country’s development challenges. 
The active portfolio has consolidated over the last years and now comprises 7 investment operations, including one TF-funded project, with a total net commitment of US$3.78 billion covering water, transport, education, finance, and competitiveness. Among the projects with a large share in the portfolio commitments are two large transport operations.
The Joint Economic Research Program (JERP) allows the Bank to transfer knowledge in support of the government’s critical development needs. This program is since 2015 fully funded by the Government under RAS arrangements. The annual commitments have varied between 1.4 and 6 million USD per year over the last few years and was around US$1.4 million in FY23. The CPF envisages a diversification of analytical work and RAS to focus further on supporting government and public companies in reforms.

The objectives of the current Country Partnership Strategy (CPF) focuses on i) promoting inclusive growth; ii) strengthening human capital; and iii) securing sustainable, resilient, and low carbon growth The Performance and Learning Review of the current CPF is being finalized and will guide the country program for the remaining period of the CPF

Duties and accountabilities: The overall purpose of the assignment is to provide administrative, logistical and operational support to teams in the World Bank  Astana Country Office and visiting teams from headquarters and other World Bank offices• Arranging for the work schedules and meetings with counterparts for the visiting teams. This requires coordination with government counterparts and other external partners.• Formatting and, if necessary, drafting a variety of standard project-related operational correspondence, drafting minutes, and ensuring timely submission for their clearance and distribution, as well as adhering to departmental, VPU institutional and operational guidelines and procedures.• Incorporating agreed comments into documents, making full use of shared drives and software capabilities.• Using word processing, spreadsheets, PowerPoint and/or other desktop publishing skills to produce text, reports, figures, graphs, etc., according to standard World Bank formats and distribution. • Managing and maintaining the project related data files.• Providing support for preparation and implementation of Bank projects, according to the World Bank procedures.• Assisting in preparation and logistical planning for various events, such as conferences, workshops, negotiations, travel, etc. with the participation of government representatives and external partners including representatives of project beneficiaries, academia, non-governmental organizations, private sector, and international organizations.• Tracking assigned task/project steps/timetables, coordinating with relevant staff, and providing assistance and/or information on project-related matters.• Maintaining current distribution lists, phone/address lists of project/product contacts, and distributing documents for the team.• Assisting team or work unit by translating/drafting a variety of routine documents, applying effective proofreading and grammar skills in English and Russian languages.•   Solving non-routine problems (e.g., responds to requests requiring file search, etc.).• Perform other tasks as requested by the Country Manager, Executive Assistant, and relevant operational staff.

Selection Criteria

• A minimum of a bachelor’s degree and at least 2 years of experience in administrative support functions• Excellent IT skills (MS Word, PowerPoint, Excel, Outlook,)• Excellent organizational, administrative, and time management skills with proven ability to work promptly and efficiently under pressure and meet tight deadlines. Ability to shift gears at short notice to work on a wide range of assignments, remaining flexible and effective with a clear understanding of objectives to be achieved.• Excellent interpersonal and organizational skills with the ability to work effectively under pressure, handling concurrent activities simultaneously to meet deadlines• Knowledge of the English, Kazakh, and Russian languages is required• Proven attention to details to ensure high professional standards• Ability to draft routine correspondence (memoranda, minutes, responses to queries) and edit and proofread correspondence, ensuring proper grammar, punctuation, and style• Resourcefulness and proactivity• Excellent teamwork/ collaboration skills and recognized ability to work effectively in a reciprocal environment• Outstanding verbal communication and social skills to interact effectively with a range of contacts internally and externally using maturity, good judgment, tact, and subtlety• Demonstrated skills in organizing, prioritizing, scheduling, planning, and coordinating work and other activities internally and externally• Ability to take personal ownership and accountability to meet deadlines
