THE ORGANIZATIONAL SETTING

The Bureau of Administration and Services (ADB) plays a lead role in the efficient and effective administrative management of the Organization by ensuring the provision of high-quality physical and human resources, applying the highest standards of work ethics and conduct, and using results-based management skills and tools to support the Organization in implementing its Strategic Objectives in order to serve all stakeholder of the world aviation community. ADB is responsible for the coordination and administration of the following administrative and management services: human resources management (HRM); information management, web management and ICT services; building management and conference services; document and record management; language and publications services; secretariat services for the ICAO Assembly and Council; revenue-generating activities; and travel services. 

As part of ICAO’s Transformation Objectives, the Human Resources Branch within the Bureau of Administration and Services (ADB) spearheads strategic projects and initiatives for People and Culture transformation. This is achieved through the initiation of the People First strategy, which serves as the cornerstone for a new HR and reshaping people and cultural transformations. The strategy aims to support key initiatives related to People Growth, Organizational Effectiveness, and the Employee Experience. These initiatives will enhance organizational agility, foster a positive culture, and elevate employee engagement.
 

MAJOR DUTIES AND RESPONSIBILITIES
Under the guidance and direct supervision of the Human Resources Specialist (Talent and Organization Development), the Talent Management Consultant/Specialist provides vital support to the implementation of key strategic projects and initiatives under the People First strategy, which include talent mobility, talent marketplace, succession planning, strategic workforce planning, and employee engagement initiatives. 
  Function1 (incl. Expected results) Talent Mobility – support the research, design and implementation of the talent mobility framework and platform such as: 
Assist in the revision of mobility-related policies to ensure compliance with organizational objectives. Contribute to the implementation of the Talent Mobility Framework to support internal movement and career progression. Administer the rollout of the talent mobility pathways, ensuring organizational needs as a priority, provide programme orientation to participants, releasing and receiving office Assist in conducting a feasibility study, evaluating different approaches to implement the Talent Marketplace effectively. Contribute to the development and maintenance of a practical and transparent Talent Mobility Framework to support internal movement and career progression. Support the integration of talent mobility processes into existing HR policies and practices to enable seamless employee experience. Provide limited support to the assessment and maintenance of tools or platforms that facilitate visibility of internal career opportunities.
  Function 2 (incl. Expected results) Career Development – support the research, design and delivery of career development initiatives, including career framework and career guidance resources, such as: 
Support the design and delivery of career development initiatives, including career frameworks, pathways and career guidance resources. Assist in coordinating a mentoring programme, including mentor/mentee matching, communications and tracking participation. Help organize career development activities such as career sessions, career talks and Career Week events. Provide administrative and coordination support for individual career consultations and group career clinics. Develop communication materials and guidance tools to promote awareness of career development opportunities. Collect feedback from employees and prepare reports to improve future career development initiatives.
  Function 3 (incl. Expected results) Employee Engagement - support the design and implementation of initiatives that enhance employee engagement, achieving results such as:
Assist in implementing an employee engagement framework aligned with the People First strategy. Support the delivery of global engagement surveys, focus groups and feedback mechanisms. Analyze qualitative and quantitative engagement data and prepare reports with actionable insights. Support bureaus and offices in the development of action plans based on survey results and employee feedback. Support initiatives aimed at strengthening employee engagement and organizational culture. Assist in organizing employee engagement events and learning sessions. Prepare communication materials related to engagement activities, campaigns and outcomes.
  Function 4 (incl. Expected results) Awards and Recognition – Support in development and implementation of a new Awards and Recognition Framework, ensuring it aligns with organizational values and objectives, achieving results such as:
Assist in the development of a new awards and recognition framework Assist in the selection and training of a new A&R Committee, comprising dedicated individuals committed to promoting a culture of recognition within the organization. Support the customization and seamless integration of the new award and recognition platform with the existing ICAO system, enhancing its accessibility and user-friendliness for employees. Assist in the successful launch of the new comprehensive A&R Programme, including communication efforts and training sessions to ensure employees understand and embrace the new system.  Function 5 (incl. Expected results) Performs other related duties, as assigned.
  QUALIFICATIONS AND EXPERIENCE   Educational background   Essential
An advanced-level university degree (Master's Degree or academic equivalent) in Human Resources, or in a related field. Desirable Certifications in talent management or organizational development (e.g., ATD, CIPD).   Professional experience and Knowledge   Essential A minimum of five (5) years of progressively responsible experience in human resources management (HRM).  Experience in implementing end to end HR projects. Desirable Experience in talent mobility programmes, talent marketplaces, succession planning initiatives, and workforce planning strategies. Understanding of organization design principles and change management practices. Analytical and problem-solving skills, with the ability to translate data into actionable insights
  Language Skill   Essential
Fluent reading, writing and speaking abilities in English. Desirable A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).
  CONDITIONS OF EMPLOYMENT

Consultants will be held to the highest ethical standards and are required to sign a Code of Conduct and an individual declaration of independence (or statement of confidentiality) upon acceptance of the assignment.

The duration of this assignment is 11 months, with possibility of extension.

Please note that the Daily rate for Band C varies from CAD 402 to CAD 578.
