Chair and manage multi-stakeholder selection panels, including application screening, interviews, and psychometric assessments ensuring that established rules, policies, and organisational standards are consistently applied. Develop and manage talent pipelines, proactively engaging with potential candidates and professional networks to build a strong pool of talent for current and future organisational needs. Collaborate closely with business stakeholders and hiring managers to assess current and future recruiting needs. Identify, analyse, and interpret HR data (such as applicant demographics, internal hiring, etc.) and provide recommendations to maintain competitiveness in attracting and retaining talent. Stay updated on market trends, participate in talent events, workshops, and collaborative projects to share expertise, build professional networks, and contribute to continuous improvement of talent acquisition strategies and processes. Analyse, evaluate, design, and update jobs by collaborating with managers to understand business needs, define roles and responsibilities, create accurate job descriptions, and ensure equitable and consistent evaluations based on established rules, methodologies, and organisational standards. Manage four colleagues (Talent Acquisition Coordinators and Talent Acquisition & Job Design Experts); oversee and coordinate their contributions, provide guidance, support, and feedback, and evaluate performance including setting and reviewing annual objectives to ensure effective execution. Contribute to the design, review, and implementation of HR policies and processes related to job design, workforce planning, and talent acquisition, while ensuring compliance with relevant rules, regulations, and best practices. Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

Candidates must fulfil one of the following requirements: Completion of third level studies in a relevant domain (e.g. HR, Psychology, Business Administration), meeting EQF Level 7, and a minimum of 5 years’ professional experience in talent acquisition within a Human Resources department, with responsibility for recruiting employees directly for the organisation. Completion of third level studies in a relevant domain (e.g. HR, Psychology, Business Administration), meeting EQF Level 6, and a minimum of 6 years’ professional experience in talent acquisition within a Human Resources department, with responsibility for recruiting employees directly for the organisation.
Refer to the European Qualifications Framework (EQF). Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate. Experience in recruitment and selection methods, including demonstrated experience in structured interviews, evaluation methods, psychometric assessments (including interpretation), and full-cycle recruitment processes. Experience in managing individuals (e.g. setting objectives, providing guidance, feedback, and evaluating performance). Experience using social platforms, online recruitment tools, and professional networks to source candidates. Experience gained within an international or intergovernmental organisation will be considered an asset. Knowledge of current industry trends in talent acquisition/recruitment, including labour market understanding and a commitment to staying up to date. Experience in writing appealing vacancy notices/job postings. The following would be considered strong assets: Experience in job design, including job analysis and evaluation (distinct from writing job postings). Experience in organisational design. Candidates must demonstrate expertise in talent acquisition. Experience in job design is desirable but not required, as formal training will be provided to enable the full performance of the role. Drafting skills (English). Analytical thinking: You analyse information and are able to identify relationships. Communication: You are able to foster two-way communication. Influencing: You tailor your style and approach to influence others. Managing People: You implement effective people management practices. Organisational Awareness: You are aware of the instruments driving the Agency’s objectives. High sense of integrity and confidentiality. Ability to work in a multinational and multicultural environment. Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach. The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become a basic user of French at level A1 before the end of the probation period. The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The selected candidate may be required to provide documentary evidence confirming they meet the minimum education requirements. They will be informed if and when specific evidence is needed. Please note that no offer (for external candidates) or appointment (for internal candidates) will be made until the necessary evidence, if required, is validated. The selected candidate will be offered a contract for a duration of 5 Year(s) in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract. The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post. Internal candidates If selected, the person will keep their current type of appointment duration (undetermined or determined). The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. This post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the successful candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which he has been selected and which entailed the same level of management responsibilities. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
