Background:

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on social cohesion, fundamental rights, gender equality, the rule of law, good governance, integrity and anticorruption, criminal justice and police reform.

The Fund Administration Unit comprises four Sections: Finance, Human Resources, Information Technology and General Services. The Human Resources (HR) Division is responsible to support the Mission’s operations by performing functions related to talent acquisition and placement, administration of benefits and entitlements, payroll, performance management, and staff learning and development.

For the purpose of strengthening the capacity of the HR Division to provide timely, dedicated and efficient support primarily to talent acquisition, as well as to talent development activities, the Mission is looking to hire a Talent Acquisition and Development Assistant on short-term basis.

This is a temporary position with start date as soon as possible and duration of 5 months and 29 days, with possibility of extension.


Tasks and Responsibilities:

Under the supervision of the National Human Resources Officer, and operational guidance from and close coordination with the other team members, the Talent Acquisition and Development Assistant will provide overall support to talent acquisition activities related to the hiring of staff and engagement of consultants, including for the needs of the ExB projects, as well as support to the learning and development activities. More specifically, the incumbent will be responsible for:

1. Providing overall support in the administration of recruitment of staff and consultants, such as in the drafting of vacancy announcements and their advertisement through the Taleo recruitment platform, screening of applications and drafting of long-lists;

2. Assisting in the preparation of written assignment/interview questions, administrating the assessment activities (testing and/or interviews), coordinating schedules of candidates and the Evaluation Boards, actively communicating with all participants in the recruitment process;
3. Drafting selection documents based on interview notes and input from the Evaluation Board Members; notifying candidates and relevant parties of selection outcome; drafting and dissemination of offers;
4. Providing overall support for the preparation and implementation of the Mission’s Learning and Development Plan, by assisting with the learning needs assessment, compilation and analysis of staff’s individual learning objectives, identification of potential learning providers, etc. in line with the applicable procedures;
5. Providing administrative and logistical support in the organization of various learning interventions in the Mission, including communication internally within the Mission and externally with trainers/facilitators to establish details and prepare materials for the event; making travel arrangements as required, booking venues, and handling all other logistical details;

6. 7. Maintaining records in the IRMA and TALEO systems, as well as filing and archiving of associated documents/records;
8. Assisting with the onboarding of newcomers, including communication with the hiring department for the designation of an onboarding Buddy, coordination and scheduling of in-processing briefings, and informing newcomers accordingly;
9. Performing other duties as assigned.


Necessary Qualifications:

Citizenship of or permanent residence in the Republic of North Macedonia Completed secondary education supplemented by formal training or certification in human resources, psychology, administration, law or similar Minimum 4 years of relevant administrative work experience, with at least one year in human resources field/talent acquisition, preferably obtained in an international setting Excellent organizational skills, accuracy, attention to detail and customer-service orientation Computer literate with practical experience with Microsoft applications, experience with ORACLE and/or Taleo system would be considered an asset Excellent written and oral communication skills in English and in local languages Ability to synthesise information and draft concise documents Ability to work with people of different nationalities, religions and cultural backgrounds Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately EUR 1,334.

Social benefits will include participation in the Cigna medical insurance.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
