The Position:

The National SRH Program Officer is the principal adviser at the national level for integrated technical and program technical assistance and advocacy on Sexual and Reproductive Health (SRH); he/she analyses, assesses relevant policy, social, and economic trends relevant to SRH, and identify opportunities for UNFPA technical assistance, guiding and facilitating the delivery of UNFPA’s programs.

The SRH Analyst will be in communication with all NPOs and Operation personnel. She/he reports directly to the UNFPA Assistant Representative and under the ultimate responsibility of UNFPA Representative

Job Purpose:

Provide strategic and high-quality technical assistance for advancing the CPD´s priorities and 3 Transformative results in both development and emergencies contexts, with emphasis in SRH- Quality of the services.

You would be responsible for:

Provide technical assistance, support, and guidance at the national level in SRH, including contraceptives, emergency preparedness and assistance, recovery, and transition in coordination with other technical and administrative areas of the country office and RO when required. Provide technical assistance for the implementation of the Minimum Initial Service Package (MISP) for Reproductive Health (RH). Provide technical assistance for enhancing the implementation of intercultural and high-quality care standards, to expand access to SRH services by Afro-descendant, indigenous and rural women. Contribute to strengthen the capacities of health counterparts for forecasting and procurement of modern contraceptives, particularly LARCs, to strengthen the supply chain to reach the “last mile”, across development and emergency settings. Strengthen the competencies of health service providers to ensure age-appropriate, culturally-sensitive, inclusive and accessible SRH services and counselling for women, adolescents and young people, especially from Afro-descendant and indigenous communities, people with disabilities or living in rural areas, notably the Caribbean coast. Strengthen the primary healthcare system and timely referral systems among Afro-descendant, indigenous and rural communities to ensure high-quality basic and comprehensive emergency obstetric and neonatal care services, with an emphasis on the use of community strategies and intercultural approaches that have proven effective in maternal mortality reduction. Identify requirements and contribute to the development of new or updated policies, positioning, frameworks, guides, standards, instruments, and tools within the topic of sexual and reproductive health and rights, including in SRH for adolescents. Identify and provide analysis-based advice on SRH on the comparative substantive role and specific contribution of UNFPA in the evolving development agenda and engage in policy dialogue. Monitor programmatic and financial implementation of workplans as systematic basis. Identify and analyze trends, threats, and risks in SRH that may affect the ICPD agenda and the work of UNFPA in the country and contribute to the appropriate approach to SRH at the national level. Support the development of national capacities in SRH both at the institutional level and with key partners, seeking to provide high-quality technical support in the area and in accordance with the UNFPA mandate. Accompany and strengthen national programmatic and scientific initiatives in SRH, requesting technical support through LACRO when required in the country. Lead technical review of laws, policies, strategies, and products on SRHR when UNFPA is involved.

Strengthen monitoring within the CO and IPs and ensuring proper program implementation

Enhance articulation between SRH, P&D and GBV, CSE and program outputs, including the intersectoral outcomes of the CPD. Guide and facilitate the delivery of UNFPA SRH technical assistance by monitoring results achieved in the implementation. Produce inputs for reports of projects, funds and the CPD in SRH. Ensure and guide appropriate application of systems and procedures guided by UNFPA Policy and Procedures Manuals, including administrative and financial procedures such as HACT and Atlas. Expedite and coordinate the output implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies. Enhance of the knowledge base regarding current and emerging SRH trends issues, by analyzing program, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies. Contribute to improve coordination and communication among partners to enhance the use of resources and the actions of each partner for the benefit of the target groups. Support the formulation and execution of a technical and budgetary monitoring and evaluation plan in accordance with the RBM that allows the timely monitoring of the indicators of the own work plans and of the associates. Provide oversight to the implementation of NEX Audit recommendations; develop and implement capacity building plans for IPs in the context of HACT with due regard to micro-evaluation findings, with a focus on results-based monitoring and evaluation.

Evidence and knowledge development and dissemination and coordination of knowledge networks

Contribute to the development of national mechanisms to share skills and technical knowledge among key partners in the implementation of the country program such as national institutions and organizations in SRH. Support when necessary, the analysis of reports on the area of gender, population and development, incorporating technical inputs from the area of SRH. Contribute with SRH components and proposals that will be used in the mobilization of resources. Support the national construction of knowledge platforms in SRH, facilitating the development of skills and specialization for personnel from national institutions or other organizations that work in SRH.

Technical representation

Represent UNFPA on SRH issues at the national level, contributing to the development of substantive national and regional perspectives of UNFPA on SRH. Engage in policy dialogue and advocate for substantive SRH issues at national, intergovernmental, UN meetings and forums, and other technical spaces.

Work relations

The Sexual and Reproductive Health Officer maintains collaborative relationships with all country office staff. She/he will report to the Assistant Representative and will be in communication with all the Staff at the Country Office. She/he will have under supervision the consultants and assistant personnel of her/his programmatic area and the personnel assigned to the co-financing projects or joint programs. She/he will have an active role and co-leader in the inter-agency groups created by the UNCT and in the sectors of the Humanitarian Team related to the area of SRH. Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience:

Education:

Master’s degree in medicine, with a postgraduate degree in sexual and reproductive health/Obstetrics and gynecology, or fields related

Knowledge and Experience:

Minimum 2 years of specific professional experience in SRH and minimum 2 years of experience in contraceptives and family planning and/or essential obstetric care (EMONC). Knowledge and experience with the Minimum Initial Service Package (MISP) for Reproductive Health (RH) with counterparts and communities. Knowledge of the national health system and national models for the provision of health services. Knowledge and understanding of the quality of care, human rights applied to users of health services in SRH and clinical care for sexual violence. History of technical leadership to produce results in SRH matters. Familiar with UN/UNFPA management and monitoring tools (desirable) At least 2 years of professional experience in programme/project management. At least 2 years of experience with international cooperation. At least 2 years of working experience with LNOBs (desirable
