Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.
DRC is currently looking for a Supply Chain Partnership Officer for its activities in Kyiv. This position is open to Ukrainian Nationals only.
About the job:
You will play a vital role and coordinate procurement for all DRC Ukraine partners, ensuring compliance with donor and DRC regulations. Also, you will oversee partner procurement activities and build the capacity of partner staff. In close collaboration with the partner organization procurement staff, this position will also be responsible for the planning, developing, implementation and management of the key procurement strategies that includes the development of procurement plans, creation and evaluation of formal requests for proposals/quotations, negotiating contracts, contract management and seeking out new opportunities to support partners’ strategic plan.
Your main responsibilities will be:
Review tender documents and reports to ensure proper selection and evaluation criteria. Coordinate DRC partners procurement processes. Provide technical support and guidance to partners’ procurement and logistics staff, ensuring compliance to DRC Procurement Policies and donor regulations. Assist partners in procurement planning, including market analysis and vendor profiling. Provide support in the establishment and management of an Approved Vendors List and conduct vendor reference checks. Review and participate in partner-initiated procurement processes to uphold standard procedures. Monitor timely preparation and implementation of procurement plans, overseeing RFQs, RFPs, evaluations, and contract negotiations. Oversee partners procurement plans for their projects and provide guidance about applicable procurement procedures Conduct training and capacity-building sessions for partner procurement and logistics staff. Review partners' procurement policies to ensure alignment with DRC and donor requirements; assess organizational capacities of partners and develop tailored capacity-building plans. Review monthly and quarterly procurement status reports from partners and share with management. Promote adherence to procurement policies and proactively inform DRC management of potential procurement risks.About you:
To be successful in this role we expect you to have at least 2 year of proven experience in supply chain, procurement, or logistics roles, preferably within a humanitarian or development organization. Moreover, we also expect the following:
