JOB PURPOSE
With growing humanitarian needs far outpacing increases in funding, better planning is critical to improve WFP’s efficiency and ability to operate in an environment with frequent supply chain disruptions. As part of these efforts, the Supply Chain Officer (Planning & Optimization) will contribute to increased efficiency of operations in Pakistan, applying best practices in supply chain management and advanced analytics to develop integrated sourcing and delivery plans, provide operational foresight in support of data-driven decision-making, and optimize operations design, both for WFP operations and those of its partners. In support of these tasks, staff will use the digital solutions developed to support risk-informed, data-driven supply chain decision-making (e.g, Optimus, Prisma, GUP).
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
1. Lead supply chain planning analyses, including the development of sourcing & delivery plans, and evaluating the cost-effectiveness of transporting cargo across Pakistan.
2. Enable the adoption of best practices and advanced analytics in supply chain management for operations in Pakistan, to increase their efficiency and effectiveness.
3. Support the development, testing, and implementation of supply chain planning tools in Pakistan, including Optimus and Prisma.
4. Engaging in discussions on replenishment of Pakistan program inventories, ensuring adequate inventory levels to meet forecasted demand.
5. Coordinate closely with relevant business functions to provide end-to-end strategic, tactical and operational visibility on operations to Pakistan CO management, anticipating and flagging potential issues to be mitigated or addressed.
6. Perform what-if scenario analyses to support the resolution of ad-hoc issues and emergencies affecting operations in Pakistan.
7. Coordinate closely with the planning teams in HQ to stay abreast of latest developments & best practices and ensure a harmonized approach to operations management.
8. Support strategic planning activities, including the optimization of the supply chain network and revisions of WFP's transfers during CSP and Budget Revision processes.
9. Strengthen the capacity of CO staff in the areas of supply chain management, planning and optimization, as well as data analytics.
10. Incorporate environmentally sustainable best practices into operational planning to ensure the transportation of cargo is as eco-friendly as possible. 11. Provide technical assistance in capacity strengthening projects to the government, in partnership with the HQ and RB particularly in the areas of supply chain visibility and optimization, to enhance governmental operations, driving them towards increased cost efficiency and effectiveness.

DELIVERABLES AT THE END OF THE CONTRACT:
Periodic sourcing and delivery plans for operations in Pakistan, ensuring timely availability of inventory to meet funded demand.
Provision of recommendations to Supply Chain management in support of risk-informed, data driven decision-making to increase efficiency of supply chain operations.
Periodic strategic overview of the status of operations in Pakistan, including alerts and issues to be addressed.
Identification of supply chain cost inefficiencies in operations in the Pakistan and proposition of models to achieve cost savings.
Co-development of the tools to support supply chain decision making.
Support CO management in the design of their concept of operations as required.
Conduct supply chain visibility and optimization analysis in support of government operations
QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in Supply Chain Management, Industrial Engineering, Data Science, Operations Research, Business Analytics or equivalent or First level University Degree with additional 2 years of relevant work experience and/or training/courses.
Experience: Minimum of five years of relevant postgraduate experience related to the planning and optimization of supply chain operations
Knowledge & Skills:
Experience in SC-related industry (e.g. supporting S&OP-type processes, material planning, distribution planning, procurement, shipping, etc.) is required.
Experience in using analytics to support operations management (e.g. planning, optimizing supply chain networks, development of KPIs and visualization dashboards, etc.) is required.
Experience with consultancy-type activities (e.g. business analysis, process mapping, data transformation and analysis, presenting conclusions to senior management, etc.) is required.
Experience working with government or humanitarian agencies (e.g. UN, NGOs, etc.) is preferred, in particular in the areas of humanitarian and health logistics.
Experience with developing analytical solutions (e.g. dashboards, optimization models, data transformation pipelines) is preferred.
Highly numerate, able to rapidly analyze and interpret data.
Problem-solving attitude, able to structure ambiguous problems and solve them through a mix of quantitative and qualitative analyses.
Highly developed communication skills, able to use written and verbal mediums to communicate recommendations and influence outcomes.
Strong time management skills with an ability to plan ahead and anticipate requirements, problems, and obstacles.
Self-motivated and proactive, able to take initiative and work autonomously to achieve objectives.
Ability to juggle competing priorities successfully while working under (sometimes) tight deadlines.
Effective people skills, able to work both individually and in a team in a multicultural environment.
Ability to interact with senior leaders and a wide range of stakeholders with credibility and tact.
Proficiency in object-oriented programming language (with a strong preference for Python) is an added value.
Language: Fluency in both oral and written communication in English is required.
