    ORGANIZATIONAL CONTEXT
    WFP’s Country Strategic Plan (2023-2027) for Pakistan aligns with Pakistan's development objectives and the 2030 Agenda, with a targeted focus on Zero Hunger (SDG 2). By providing essential relief and nutrition support, WFP plays a critical role in aiding vulnerable populations. Additionally, WFP supports the Government of Pakistan in enhancing food and nutrition security through policy guidance, technical expertise, and the development of sustainable food systems. The plan also aims to bolster resilience against climate-related challenges.
    Supply chain management is at the core of WFP’s humanitarian response and therefore an area of constant strategic focus. Over 4,500 supply chain staff work around the clock in some the most complex environments. With the aim to supporting the national government in development of the sustainable food systems, the Supply Chain Officer will contribution in increased efficiency of WFP Pakistan's logistics operation, applying best practices in Supply Chain management and advance analytics to support data-driven decision-making.

    PURPOSE OF THE ASSIGNMENT

    The incumbent will be responsible to work closely with the Provincial Disaster Management Authority in disaster risk management, provincial food department and authority for the development of sustainable food systems. The incumbent will also work closely with Head of Supply Chain and Head of Programme along with the Head of Provincial Office Sindh in understanding different government initiatives and policies.
    The incumbent will lead the Supply Chain operation in Sindh, including warehousing and logistics activities, ensuring seamless coordination and execution to meet operational demands efficiently and effectively.
    This position will be based in WFP Office in Karachi and technically reports to Head of Logistics based in Karachi.

    KEY ACCOUNTABILITIES :

    1. Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
    2. Provide substantive contributions to country context analyses and to the management of end-to-end operational supply chain and retail networks, in support of operational supply chain challenges and operational optimization.
    3. Contribute to planning and implementation of supply chain operations, initiatives and services to ensure a timely, cost-effective and integrated approach and in close cooperation with key supply chain stakeholders.
    4. Perform analyses and detailed conceptual work putting together comprehensive reports identifying opportunities for improvement and effective operationalization of supply chain within the area of responsibility.
    5. Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of logistics activities that enables informed decision making and consistency of information presented to stakeholders.

    6. Support funds management team in regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff for maximizing use of resources and effectiveness of supply chain operations.
    7. Build and maintain productive partnerships with supply chain and programmatic counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge contributing to coordinated and cost-effective supply chain operations. A the operational level collaborate with counterparts to ensure integrated supply chain approach to food assistance, food systems, emergency preparedness and cross-functional operational alignment.
    8. Provide technical contribution to market analysis and supply chain network mapping to inform the selection of an appropriate operation modalities to improve supply chain performance.
    9. Support management of supply chain operations, or manage the supply chain operations of Sindh and Afghanistan corridor under the supervision of the head of logistics, in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
    10. For Afghanistan Corridor operation, support the monitoring of supply chain activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain operations.
    a. Consolidate and manage Karachi Port shipments, manage operational aspects of chartered and liner vessels, cargoes, including checking document readiness, loading and discharging operations.
    b. Provide advise on Shipping related matters to WFP staff in country during the course of his/her assignment. Ensure the staff is properly briefed on the Standard Port Operation procedures and responsibilities of WFP Vessels/Stevedores/Superintendents and Forwarding Agents with clear understanding on the points where risk is transferred;
    c. Keep shipping files in good order. Collect the tally and other related documents to the discharging operations. To do a proper tracking and recording of all incoming/outgoing WFP consignments and vessels;
    d. Assure a proper loading/unloading operations and a correct stowage of the cargo on trucks/railroad wagons and storage in the warehouses;
    e. Ensure that all required documentation, such as Statement of Facts, Notice of Readiness, Letter of Protest etc. are submitted/accepted correctly as per C/P, and communicated to SCOS in timely manner.
    f. Effectively execute transportation arrangements and/or customs clearance process with the service providers and shipping agents.
    g. Supervise, monitor and report the performance of the shipping agents, clearing agents, transporters and other ancillary contractors and ensure efficient operations, and provide input in the annual performance review.
    h. Follow up with shipping unit at HQ on allocating the shipments to the ports based on agreed allocations taking into consideration the daily updates and operational needs at the time.
    i. Monitor on WFP stocks in the port and coordinate with the CO and AFCO colleagues on the allocation of the shipments to ensure smooth operation.
    j. Follow the movement of food and non-food items for the projects and operations from Karachi ports to destination, and ensure that internal control systems are followed and that all relevant records are maintained.
    k. Monitor and assess quality, quantity and safety of the goods, and report any incident to relevant parties as required.
    11. Support management of service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations.

    12. Prepare accurate, comprehensive and timely reports, dashboards and other visual materials on supply chain activities including trends to support informed decision-making and consistency of information presented to the stakeholders.
    13. Guide and supervise staff, acting as a point of referral, providing training and supporting them with more complex analysis and queries.
    14. Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance for the corridor activities and government capacity strengthening (i.e. through contribution to the training materials).
    15. Participate in the review and update of the Ports capacities in Djibouti as part of the ongoing exercise of LCA update.
    16. Contribute to preparedness actions and support quick emergency response to deploy food and resources at the onset of the crisis.
    17. Follow emergency logistics preparedness practices to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
    18. Any other additional duties as required.


    MINIMUM ACADEMIC QUALIFICATIONS:


    Education: Advanced University degree in Supply Chain, Logistics, Engineering, Business Management, Mathematics, Data Science, Economics, Law or other related field or first level University degree total seven years of related work experience and/or training/courses.

    Experience:
    • Five years of progressively responsible professional / managerial experience in the field of logistics, supply chain, transport, operations, business administration or other related field.
    • Experience coordinating supply chain activities with other units/ teams;
    • Experience conducting analytical and conceptual work in support of strategy design and implementation;
    • Experience in commercial or government transportation sectors.
    • Experience arranging supplier deliveries and the discharge of WFP vessels (rail, air, or sea).
    • Experience arranging discharging operations for cargo ships and/or arranging ocean transport for liner cargos.
    • Experience monitoring and reporting on port, and freight market conditions and trends.
    • Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
    • Experience in measuring service providers’ performance against set KPIs.
    • Experience coordinating service providers’ contract execution.
    • Experience supervising staff
    • Experience in report writing.
    • Experience in implementing supply chain improvement initiatives;
    Language: Fluency (level C) in English and local language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
