    These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and report to a more senior Supply Chain Officer or Deputy Division/Country Director. Job holders at this grade level make definite contributions within the established policies and procedures. Job holders apply considerable knowledge derived from educational training and practical experience and exercise independent analysis for further reviews and decisions. At this grade level, staff receive supervision but are able to work under broader instructions developing analytical tools and achieve outputs for effective supply chain execution. Job holders may also act as team leaders in smaller supply chain operations working closely and in coordination with the relevant stakeholders.

    Act as Head of Unit under delegated authority and provide analytics and contributions to supply chain activities or contribute to the planning and coordination of field supply chain operations, to ensure actions are in line with an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries, technical assistance approaches to government counterparts and service provision requirements for partners.

    KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)

    Under the supervision of the Deputy Country Director, the incumbent will:

    • Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
    • Provide substantive contributions to country context analyses and to the management of end-to-end operational supply chain and retail networks, in support of operational supply chain challenges and operational optimization.
    • Contribute to planning and implementation of supply chain operations, initiatives and services to ensure a timely, cost-effective and integrated approach and in close cooperation with key supply chain stakeholders.
    • Perform analyses and detailed conceptual work putting together comprehensive reports identifying opportunities for improvement and effective operationalization of supply chain within the area of responsibility.
    • Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff for maximizing use of resources and effectiveness of supply chain operations.
    • Build and maintain internal productive partnerships mostly at the operational level and collaborate with counterparts in the key supply chain functions contributing to an integrated supply chain approach to food assistance and cross-functional operational alignment.
    • Lead the delivery of on-demand logistics services, including warehousing, transport, and procurement support, through the WFP Service Marketplace, ensuring that services are delivered in a prompt, efficient, cost-effective manner.
    • Build and maintain productive partnerships with supply chain counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge contributing to coordinated and cost-effective supply chain operations.
    • Support the design and delivery of technical assistance to government counterparts in collaboration with other units and HQ technical teams, including trainings, simulation exercises, and knowledge transfer initiatives involving supply chain optimization and systems strengthening initiatives as required.
    • Provide technical contribution to market analysis and supply chain network mapping to inform the selection of an appropriate operation modalities to improve supply chain performance.
    • Support the management of supply chain operations in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
    • Lead the HSA operations team and oversee the day-to-day management of the WFP Humanitarian Staging Area, ensuring the facility stays a central, high-functioning hub for logistics coordination and service delivery.
    • Support emergency preparedness efforts, lead or contribute to the activation and scale-up of logistics operations during crises, and coordinate the mobilization of assets, including representing WFP in its role as Co-lead of the National Logistics Cluster.
    • Support the monitoring of supply chain activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain operations.
    • Support management of service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations.
    • Prepare accurate, comprehensive and timely reports, dashboards and other visual materials on supply chain activities including trends to support informed decision-making and consistency of information presented to the stakeholders.
    • Guide and supervise staff, acting as a point of referral, providing training and supporting them with more complex analysis and queries.
    • Contribute to preparedness actions and support quick emergency response to deploy food and resources at the onset of the crisis.
    • Other as required.

      Qualifications & Experience Required.

      Experience:

      • Minimum three years of postgraduate (master’s) professional experience or additional years of progressively responsible and relevant experience (after bachelor’s degree) in logistics or supply chain operations, ideally in a leadership role within the humanitarian, development, or commercial sectors.
      • Experience in areas such as warehouse management, transport coordination, and the provision of supply chain or logistics services are required.
        • Experience in managing integrated operational facilities such as logistics hubs and leading support teams is highly desirable.
        • Experience in collaborating with UN agencies, Government institutions, and NGOs will be an added advantage.
        • Experience coordinating supply chain activities with other units/ teams;
        • Experience conducting analytical and conceptual work in support of strategy design and implementation;
        • Experience in coordinating periodic planning across functions and with partners;
        • Experience in analyzing and supporting the implementation of end-to-end supply chain operations
        • Experience in implementing supply chain improvement initiatives;
          • Experience supervising staff

            Education: Advanced (Masters) degree in Supply Chain Management, Business Administration, Logistics, Engineering, Transport Economics, or a related field; or a First Level degree (Bachelors) in a similar field with at least three additional years of relevant work experience and/or specialized training.

            Knowledge & Skills:

            • Experience leading the planning and execution of end-to-end supply chain operations, including warehousing, transport, procurement, and facility management.
              • Demonstrated excellence in written and verbal communication skills
                • Experience managing logistics hubs or integrated operational facilities, with a focus on team supervision, compliance, and service delivery.
                  • Experience coordinating supply chain activities with government counterparts, UN agencies, NGOs, and private sector.
                    • Experience delivering supply chain services with a strong client orientation and service mindset.
                      • Experience conducting analytical and financial reviews to inform decision-making, improve operational efficiency, and optimize use of resources.
                        • Experience supporting emergency preparedness and coordinating the activation or scale-up of logistics operations in crisis settings.
                          • Experience designing and delivering technical assistance and capacity strengthening initiatives for government and humanitarian partners.
                            • Proficiency in Microsoft Office tools; experience with Logistics Information and Management Systems is highly desirable.

                              Language: Fluency in both written and spoken English and Nepali languages.
