This position is located in Cairo, Egypt. The DSS Stress Counsellor reports to the Security Adviser for Egypt while the Chief Security Adviser for Israel/IOPT will function as Additional Supervisor. The DSS stress counselor will work under the technical guidance of the CISMS Regional Stress Counsellor for MENA. The DSS stress counsellor shall support all UN country team entities in Egypt and Israel/IOPT with a 'one UN' approach, assess psychosocial needs in the country teams, develop evidence-based stress management programmes, incorporate psychosocial interventions into the contingency plans for emergencies, provide technical advice to managers and supervisors, provide training related to psychosocial resilience building and stress management topics, pre-deployment briefings and post deployment counselling support, in-country coordination of psychosocial support activities, and stress counseling for personnel and dependents from any UN entity in the country.. For more information on the Department, and how we make an impact on the world in enabling the achievement of SDGs, visit: https://www.un.org/undss/ ResponsibilitiesUnder the direct supervision of the DSS Security Advisor Egypt and the additional supervision of DSS Chief Security Advisor Israel/IOPT, and technical guidance of CISMS Regional Stress Counsellor for MENA, the stress counsellor will provide the following services to UNSMS personnel and dependents in both countries as per the UN policy on the Management of Stress and Critical Incident Stress (MSCIS, 2015, Security Policy Manual).: • Develop and implement a stress prevention, mitigation, management, and resilience building plan through a comprehensive, scientific, and culturally tailored psychosocial needs assessment. • Provide high quality, culturally sensitive and sustainable, stress management services including but not limited to individual and group stress counselling services. • Participate in the UN emergency coordination and crisis management group and other forums in an advisory role. • Advise UN senior management on stress mitigating and preventative strategies and activities. • Plan and facilitate preventative stress management training on emergency and post crisis mental health and stress related issues. • Coordinate (or provide as applicable) pre-deployment preparedness sessions for UN personnel traveling to emergency locations, counselling during the deployment, and post-deployment counselling support services. • Establish the Critical Incident Stress Intervention Cell (CISICs) in country through training of peer helpers and family focal points. • Liaise with local experts and institutions in country for referral purposes. • Engage with UN medical doctors, HR personnel, staff counsellors in individual UN agencies to strengthen the multidisciplinary management of critical incidents. • Perform ongoing needs assessments and monitor determinants of stress through data collection, analysis, and related documentation. • Provide regular activity updates to CISMS and share with the C/SAs in Israel/IOPT and Egypt. • Perform other activities as advised by the supervisor CompetenciesProfessionalism: Ability to think critically to conceptualize the client in theoretical terms. Job - Specific QualificationCertification or country specific licensure authorizing the incumbent to deliver mental health services is required. Additional training or experience in a broad range of related fields, such as alcohol/substance abuse, stress management, critical incident stress and cross-cultural communication is desirable. Work ExperienceA minimum of five years of progressively responsible experience in stress counselling, clinical psychology, psychiatry, or related field, at the international level or at a national level with cross border experience is required. Three years experience in stress counseling or mental health services in Israel/IOPT is required. A minimum of two years’ experience in managing, planning, and organizing mental health programmes or projects is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat; and Arabic is a working language of the duty station. For the position advertised, fluency in English (oral and written) is required; and fluency in Arabic is required. Knowledge of another United Nations official language is desirable.
