    What will you do in this position?

    You will provide strategic guidance and insights, enhancing WFP’s operational effectiveness, stakeholder engagement, policy development and overall mission effectiveness in Ukraine. This role is pivotal in shaping the organization’s strategic vision, navigating the complexities of the humanitarian landscape and ensuring that WFP's initiatives align with national and international priorities.

    Why work with WFP Ukraine?

    The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world who depend on its food supplies. The war has caused immense suffering for civilians, displaced families, and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 3.3 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south of Ukraine do not have reliable access to nutritious food.

    WFP uses a combination of food and cash assistance to support communities affected by the war. This includes working with local partners to distribute food boxes in areas near the frontline and providing cash transfers in locations where people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 3.01 billion meals to people displaced and affected by the war.

    How can you make a difference?

    In this position, you will have to:

    1. Advise the Country Director on strategic planning, programmatic direction, and operational effectiveness of WFP’s initiatives in Ukraine.

    2. Identify and analyze emerging trends, challenges, and opportunities in food security within the current context in Ukraine.

    3. Foster collaboration and partnerships with government agencies, donors, UN agencies, NGOs, and international organizations, private sector partners, thought leaders, civil society actors and creatives to enhance WFP’s impact.

    4. Craft strategies for WFP’s presence in Ukraine in a post-conflict period, to think through every aspect of service provision in areas along the frontline and in a buffer zone and beyond, ranging from demining to food assistance programs, and modes of program delivery.

    5. Support the design and implementation of innovative solutions that improve the livelihoods and food security of vulnerable populations in Ukraine.

    6. Create strategic communications products to correctly position WFP in the country and with international audiences as the Government of Ukraine’s preferred humanitarian and food security partner.

    7. Conduct ongoing comprehensive analyses of the socio-economic and humanitarian situation in Ukraine, focusing on food security.

    8. Facilitate external and internal stakeholder discussions and workshops to enhance collaboration and coordination of efforts.

    9. Develop strategic initiatives and recommendations in collaboration with the Country Director and Senior Management.

    10. Prepare briefings, reports, and strategic documents on priority issues and recommendations for the Country Director.

    To join us in saving lives, changing lives, you will have:

    Education: Advanced University degree in International Affairs, Political Science, Public Affairs, Economics, Social Sciences or other field relevant to international development assistance.

    Experience: At least 10 years of relevant professional experience from developing countries on issues related to both livelihoods as well as humanitarian response.

    • Significant, past contributions to a collaborative, strategic and innovative approach to attract and develop new and multi-stakeholder partnerships.
    • Has as advised on strategic direction to support flexible and predictable resource mobilization.
    • Has developed recommendations to senior leaders on ways to improve an organizations’ approach to external communication strategies including substantial experience in coordinating and/or leading multi-cultural teams.

      Knowledge & Skills:

      • Broad knowledge of diverse humanitarian assistance and development practices and the ability to assimilate and analyze complex issues to develop strategies and policies.
      • Sound understanding of government strategies and priorities and respectively of corporate strategies and interests in a given (socio-) political context, and with prior experience in humanitarian WFP operations and/or UN operations in Eastern Europe/former Soviet states.
