Background:
In line with its commitment to fostering inclusive democratic governance and enhancing youth participation, the OSCE Presence in Albania (hereinafter “the Presence”) is implementing the project “Supporting Central and Local Institutions for Inclusive Democratic Processes in Albania: Empowering Women, Youth and Civil Society (Phase 1).” A core pillar of this project involves piloting Albania’s first Youth Climate Assembly (YCA) model in two municipalities in Albania.
The YCA represents an innovative participatory and deliberative democracy mechanism designed to activate and engage youth in climate issues at local level. The model aligns with the OSCE’s strategic priorities of democratic institution building and environmental governance. To ensure a robust and context-sensitive foundation for the pilot, the Presence seeks to engage a qualified sortition expert.
The YCA will bring together a representative group of young people to deliberate on issues of public concern and provide recommendations to local authorities. To ensure a fair, transparent and methodologically robust sortition and recruitment process, the OSCE will engage a local expert to support the Presence and work together with the international expert.
Objective of Assignment:
The recruitment and sortition expert for Youth Citizen Assembly (to be hired in the framework of the above-mentioned project, Activity 2.4), will be responsible for developing the representative sample for selecting young participants for two municipalities in Albania. The expert shall support the design, implementation and documentation of the recruitment and sortition process that meets the requirements and standards for successful implementation of citizen assembly’s deliberative and participatory tool. Additionally, the expert be responsible for preparing the datasets and applying the sortition methodology in order to generate the representative sample of participants. The expert will work in close coordination with the OSCE international expert, who will provide oversight and validation of the methodology and the final sample.
Duration of Assignment:
This consultancy is foreseen to be completed during a period of 2 and a half months.
Tasks and Responsibilities:
Methodology & Work Plan
Prepare and share a preliminary document outlining the methodological approach and work plan, including deadlines and procedures to be followed. (1 day)
Data Collection
Gather, organize, and systematize statistical data required for sortition process for selecting participants of YCA. (2 days)
Recruitment Methodology
Develop a detailed methodological document specifying eligibility criteria and procedures for participant selection, ensuring representativeness across gender, age, education, socio-economic status, geographic distribution and other relevant criteria. (4 days)
Technical Support
Work in coordination with the OSCE international expert to apply, refine, and implement the sortition methodology. Provide technical advice on data-related challenges, representativeness criteria, and practical solutions during the recruitment process. (2 days)
Deliverables:
- Submit for review and approval by the OSCE Presence.
- Submit the data sets prepared and ready for analysis and application in the sortition process to OSCE Presence
- Submit the methodology for review and approval by the OSCE Presence and International Expert
- Written guidance and solutions provided on data-related challenges, representativeness, and procedural issues.
Necessary Qualifications:
• University degree in sociology, statistics, political science, or related field
• Demonstrated experience in data collection, analysis, and systematization of statistical data related to inhabitants of municipality.
• Proven skills in Excel (high proficiency required). Familiarity with statistical softwares (e.g. SPSS, R, or similar) is a plus
• Experience working with large datasets and ensuring data integrity
• Previous experience in civic engagement, survey sampling, or social research is a strong asset
• Strong problem-solving, analytical, and advisory skills
• Ability to work independently while coordinating effectively with international experts and the OSCE Presence
• High ethical standards and commitment to confidentiality and data protection
• Advanced command of English (both written and spoken)
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
