Setting and ReportingThis position is located in the Language and Communication Training Unit (LCTU), Capacity Development and Operational Training Service (CDOTS), Office of Support Operations (OSO), Department of Operational Support (DOS). The Staff Development Officer will report to the Chief, Language and Communications Training Unit. The focus of this position is the implementation, monitoring and evaluation of staff development in the areas of language and communication. The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services, staff capacity development and other solutions to operational entities across the Secretariat, including departments, offices away from headquarters, field missions and regional commissions. The LCTU is responsible for the staff development and language training in all six official languages of the United Nations for all Secretariat staff. The Unit is also responsible for the training in the area of communications. ResponsibilitiesWithin delegated authority, the Staff Development Officer will be responsible for the following duties: • In coordination with the Unit Chief, oversees, supervises and coordinates the team responsible for delivery of the mandate of the LCTU in the six official UN languages as mandated by the General Assembly and the resolutions on Multilingualism, including the work of the language teachers and consultants. • Provides inputs to the preparation of the proposed programme budget for training and development; monitors the use and allocation of funds and prepares budgetary reports. • Ensures that the detailed programme objectives and assessments of each language programme are harmonized and supported by up-to-date materials and methodology. • Oversees and monitors the work of the colleagues in the unit and provides input on performance management. • Contributes to unit recruitment activities in coordination with the Unit Chief, including providing input to vacancy announcements, evaluating candidates, conducting interviews, and recommendation of selected candidates. • Liaises with entities across the Secretariat involved in multilingualism, Language Proficiency Examinations as well as support of language and communications learning. • Provides advice and support to managers and staff on human resources matters, especially those related to language and communications training. • Assesses training needs, identifies and contributes to the design of training programmes, particularly in language and communications to staff at all levels throughout the Organization. • Assists in policy development, including the review and analysis of issues and trends related to capacity building by conducting research and studies and preparing evaluations. • Undertakes survey initiatives pertaining to capacity development and operational training; designs data collection tools; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications, statistics and reports. • Prepares special reports and provides specialist input to human resources development projects, particularly on multilingualism and language and communications training. • Maintains and contributes to external partnerships to amplify staff development and language and communications learning opportunities. • Keeps abreast of developments in various areas of staff development and language and communications learning • Performs other duties as required. EducationAdvanced university degree (master’s degree or equivalent degree) in training and development, human resources management, business or public administration, or related area such as education, social sciences or applied linguistics. Work ExperienceA minimum of five years of progressively responsible experience in human resources management, finance, budgeting, or administration is required. Experience in capacity development or training within an international organization is required. Experience in preparing and executing operational and programmatic budgets is required. Experience liaising with stakeholders and partners to advance initiatives and projects is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French is desirable.
